The Ministry of Health, as one of the ways to solve the shortage of medical personnel, proposes to make a more effective mechanism for distributing graduates of medical schools.
"Currently, almost a third of medical school graduates do not work by assignment, mostly prefer private medical organizations for employment. In addition, there is no harmonization between personnel training within the framework of the state educational order and personnel training at the expense of local budgets (M&E grants), which affects the effective planning of medical personnel, monitoring of the arrival of specialists to the field is also poorly conducted," First Vice Minister of Health Timur Sultangaziev said in his speech at a field meeting a meeting of the Senate of the Parliament in the Abai region.
As effective measures to change the situation, the Ministry of Health proposes to return the personal assignment of young specialists to the level of the authorized body in conditions where it is necessary to establish clear coordination in staffing.
The second is to introduce a deferral for working out for certain categories of graduates, to introduce continuing education in residency, for medical workers with at least three years of work experience at the PHC level, to introduce an early (preliminary) distribution procedure.
At the same time, it is advisable to create Regional Commissions on the ground to regulate the distribution of personnel and coordinate work on the provision of social support measures.
In addition, the agency is initiating a whole package of additional incentive measures to retain staff in the field and increase the prestige of medical practice in rural areas. Among them are the updating of educational programs for interns, the organization of psychological support programs and the introduction of incentive systems for long—term medical workers and other non-financial incentives.
These initiatives are aimed at strengthening the health care system and creating conditions to reduce the outflow of medical personnel from rural areas.
The TOP 5 most in-demand specialties of the surgical group include anesthesiologists-resuscitators, the need is 306, surgeons – 210, ophthalmologists – 112, otorhinolaryngologists – 83, angiosurgeons – 44. The most in-demand specialists of the maternity service are: obstetricians and gynecologists – 253, neonatologists – 87.
There is a high demand for doctors in the large cities of Astana (702 doctors), Almaty (497 doctors), Shymkent (234 doctors). At the level of rural settlements, the greatest demand for medical workers is observed in Akmola (116 doctors), Turkestan (135 doctors), West Kazakhstan Region (89 doctors).
