Protection from floods: preparation of regions

Preventive and engineering and technical works are being carried out in the regions, and their implementation is coordinated at the local level by the departments of the Ministry of Emergency Situations. Flood prevention measures are being implemented within the framework of republican and regional program documents.
Today, there are 1,223 settlements in the republic in flood-prone areas. A total of 1,400 flood prevention measures have been implemented in the regions. 576 kilometers of protective dams and embankments have been built and strengthened to protect settlements. 164 kilometers of drainage systems have been repaired and built, 960 culverts under roads and railways have been installed and replaced, 658 kilometers of canals and ditches have been built. More than three hundred kilometers of dredging and bank strengthening work have been carried out in dangerous sections of 74 rivers, and 190 kilometers have been cleaned.
Construction and repair of storm and drainage systems are being carried out in settlements. Safe places for snow removal from settlements have also been identified in advance.
The progress of anti-flood measures in Aktobe region was checked. As part of preparations for the flood season, the regional governor, Askhat Shakharov, inspected the main water bodies and areas at risk of flooding in the regional center. With the help of the command and staff vehicle of the Emergency Situations Department and unmanned aerial vehicles, the head of the region inspected potentially dangerous areas along the Elek and Kargala rivers, as well as the Sazda reservoir. Currently, work is underway to strengthen the embankment, which is 1,300 meters long, along the Elek River. In addition, measures are being taken to drain meltwater at the sites of the “Aktobentgen” -14, 16, “Urozhainy”, “Zelenstroy” horticultural partnerships located in the danger zone. In these areas, the embankment of the Elek River is being built from the Zarechny bridge to the Kirpichny bridge. Askhat Shakharov also inspected the progress of current repairs of the Sazda reservoir. Here, the dismantling of the bottom of the drainage ditch, pouring concrete with two rows of reinforcement, construction of a blind area and installation of an ice protection wall have been completed.
Today, preventive measures are being taken to prevent flooding in the Talgar district of the Almaty region. The work was organized under the direct leadership of the akim of Talgar city in conjunction with local executive bodies. As part of the measures, irrigation networks and canals along Kaztugan Zhyrau Street were cleaned, the embankments were cleared, and the Topolevka River was deepened. This work will continue in the future, improving the safety of the residents of the district. 38 kilometers of irrigation ditches and more than 30 streets in Talgar city were cleared of garbage. Similar measures, as well as the construction of additional channels, are planned in the near future.
An inspection was carried out at the counter-regulator in Astana. During the inspection, employees of the Emergency Situations Department and the Emergency Situations Prevention Committee, together with representatives of the Akmola branch of the RSE "Kazvodkhoz", paid special attention to the issues of preparation for receiving and releasing flood water, as well as the reconstruction of the facility. As a result, the balance holder of the Kazvodkhoz RSE was given recommendations on maintaining and ensuring all measures for the safe passage of the flood period in the appropriate condition.
Akim of Zhambyl region Yerbol Karashokeev got acquainted with the progress of preparations for the upcoming flood period in Baizak district and Talas city, including security work on the banks of the Talas River. During the inspection, employees of the Department of Emergency Situations identified 6 dangerous areas in the villages of Sarykemer, Dikhan, Aimantobe and Kostobe, which are at risk of flooding on the Talas River. Work on strengthening the banks of the Talas River began in January. According to the results of the inspection, the akims of Taraz city and Zhambyl district, as well as interested state bodies, were instructed to further inspect potentially dangerous areas, clean and deepen the riverbed, and strengthen the banks.
The Department of Emergency Situations of Shymkent city, together with operational and local executive bodies, held an operational and operational meeting. As part of the event, a visual inspection of flood-prone areas was carried out, as well as a detailed analysis of potential hazards. During the inspection, preventive measures were considered aimed at ensuring the safe passage of the flood period and increasing preparedness for possible emergencies. Emphasis is placed on strengthening the coastline, cleaning drainage channels, and promptly informing the population. Based on the results, recommendations were made to the competent state bodies on the implementation of engineering and technical and coastal protection measures, as well as the development of additional measures aimed at reducing the risk of flooding.
