Off-site meeting of the Senate of the Parliament on intellectual property issues

On February 4, 2025, an extraordinary meeting of the Committee on Constitutional Legislation, the Judiciary and Law Enforcement Agencies of the Senate of the Parliament of the Republic of Kazakhstan was held. The topic of discussion was topical issues in the field of intellectual property, including improving legislation, combating counterfeit products, protecting copyrights, and international cooperation.
The meeting was attended by the Chairman of the Senate Committee of the Parliament, the Minister of Justice, Senate deputies, the Vice Minister of Justice, as well as representatives of the Committee on Intellectual Property Rights and the National Institute of Intellectual Property.
Opening the event, Minister of Justice Yerlan Sarsembayev noted that the protection and preservation of intellectual property rights is an important direction of state policy, as it contributes to the development of the economy, science, and innovation. In his congratulatory address, the Chairman of the Senate Committee of the Parliament Nurlan Beknazarov noted the need to protect intellectual property with legal instruments for the development of a creative economy, as outlined in the Address of the Head of State dated September 1, 2023. Intellectual property rights, as an important institution of civil law, play a key role in creating a favorable investment climate, developing innovations and strengthening the competitiveness of the country's economy.
During the meeting, the keynote speech was delivered by Vice Minister of Justice
Botagoz Zhakselekova. She presented an analysis of the current situation in the field of protection and enforcement of intellectual property rights and identified the main challenges facing the state. Paying special attention to the problem of the distribution of counterfeit products, she noted that this causes great harm not only to rightholders, but also to the economy as a whole. The Vice Minister noted that after the moratorium on inspections of business entities was lifted, mechanisms for suppressing the illegal use of intellectual property objects and detecting violations were activated.
The main issues discussed were violations of intellectual property rights on marketplaces, issues of collective management of authors' rights, and the development of geographical indications. The Vice Minister noted that effective protection and enforcement of intellectual property rights requires a comprehensive approach that includes not only improving legislation, but also active interaction with business, educational institutions and international partners.
Much attention was paid to issues of international cooperation. Kazakhstan actively interacts with the World Intellectual Property Organization, implements a joint master's program and continues to strengthen its position in the Global Innovation Index.
As part of the meeting, an exhibition was organized at the RSE "UZMI" where patents for inventions, utility models, selection achievements, as well as registered trademarks, geographical indications, appellations of origin and other objects were presented.
The purpose of the exhibition was to demonstrate innovative developments of domestic right holders that make a significant contribution to the development of the economy, technologies, agriculture of Kazakhstan, as well as the creation of unique brands and goods.
During the meeting, constructive dialogue was held on topical issues of intellectual property, as well as ways to solve them.
