Regarding bonuses to civil servants

In connection with media appeals to clarify the situation with the payment of bonuses to civil servants, we inform you the following.
On the basis of the Decree of the Government of the Republic of Kazakhstan dated August 29, 2001 No. 1127, the payment of bonuses, the provision of financial assistance, and the establishment of allowances for official salaries of civil servants are carried out solely at the expense of budget savings.
This resolution defines a specific list of expenditure items, due to which, in case of savings, bonus payments can be made (savings on travel expenses, utilities and transport services, communication services, rental of premises, etc.).
Since, to date, no changes have been made to this resolution, as well as to other legislative acts, restricting bonuses, there are no grounds for prohibiting the payment of bonuses to civil servants.
In a previous statement, the Ministry of Finance stressed the need for strict adherence to the norms of the Government decree and the prevention by program administrators of using funds from budget items other than those listed in the list for employee bonuses.
Savings from the implementation of investment projects and/or the acquisition of tangible assets that do not affect the work of the state apparatus are subject to return to the budget.
