At the extraordinary XXV session, the deputies of the Maslikhat supported and approved the budget of the city of Almaty for 2025-2027. The session was attended by Mayor of the city Yerbolat Dosayev, deputies and heads of local executive bodies.
The head of the megalopolis, Yerbolat Dosayev, noted that the draft budget is focused on fulfilling the instructions of the Head of State and implementing the priorities of the Development Program and the General Plan of the city.
"The 2025 budget reflects the sustainable development of Almaty as a benchmark for the whole country. It is aimed at creating a modern and comfortable city where every resident can feel improvements in their daily lives. This is an example of how the joint work of Maslikhat and Akimat makes it possible to effectively solve key tasks," Yerbolat Dosayev stressed.
Thus, the budget of Almaty for 2025 is planned at the level of 2 trillion 177 billion tenge, which is twice as high as at the beginning of 2022 (1 trillion 70 billion tenge). The main areas of financing include the development of transport and engineering infrastructure, the implementation of social programs, as well as measures to improve the environmental situation in the city. The social sphere retains priority and increases by 15% (110.6 billion tenge), amounting to 851.9 billion tenge, or 39.1% of the total budget.
The budget focuses on development projects. The volume of the development budget is increasing by more than 2.2 times — from 207 billion tenge in 2022 to 455.9 billion tenge in 2025. This will allow launching major projects to modernize road and engineering infrastructure, improve the city and improve the urban environment. In addition, the active implementation of the Taza Kazakhstan program aimed at landscaping and greening the metropolis continues.
The key factor in the development of Almaty's economy remains small and medium-sized businesses (SMEs), which form more than 60% of the city's GRP. It is planned to allocate 71 billion tenge to support entrepreneurship in 2025, which will ensure the development of more than 4 thousand new projects. By 2030, the contribution of SMEs to the city's economy should reach 70%.
During the session, the deputies also adopted an adjusted Development Plan for the city of Almaty for 2021-2025. The changes were made in connection with synchronization with the new National Development Plan of the Republic of Kazakhstan until 2029. The updated plan provides for areas such as a comfortable urban environment, sustainable economic growth, green Almaty, urbanization management, security and the development of digital technologies.
