Olzhas Kurmanbekuly was born on March 23, 1986 in Ust-Kamenogorsk, East Kazakhstan region. In 2008, he graduated from the Almaty Law Academy of KazGUU with a degree in Jurisprudence, in 2011 - Abai Kazakh National University with a degree in Management, in 2013 - a master's degree at the Academy of Public Administration under the President of the Republic of Kazakhstan with a degree in Jurisprudence, was awarded the academic degree of Master of Law, interned in France, Paris.
He started his career in 2008, as an inspector of records management at the Agency for the Protection of Competition of the Republic of Kazakhstan. He worked as an expert and chief expert of the Legal Department of the National Space Agency of the Republic of Kazakhstan, Astana. In 2014-2020, he worked at the National Welfare Fund Samruk-Kazyna JSC as Chief Lawyer of the Legal Department, Head of the Procurement Methodology Service. In 2021-2022, he held the position of Chief Inspector of the unified Personnel Development Service of the office of the Mayor of Almaty.

Prior to his current appointment, he held the position of Deputy chief of staff of the akim of the Abai region.
