President Kassym-Jomart Tokayev visited the Astana hub innovation ecosystem. Minister of Digital Development, Innovation and Aerospace Industry Jaslan Madiyev demonstrated projects based on artificial intelligence.
The President instructed to continue the digitalization of the economy and to apply artificial intelligence technologies more widely. So at the meeting, Minister Jaslan Madiyev spoke about the stages of the implementation of the concept of artificial intelligence.
"Our task is to create a technologically advanced society that should be intelligent, creative and equipped with advanced tools — by creating a new concept that we call "Generative Nation", reflecting our desire to create a society of the future. This practice has already been successfully applied in other countries: Smart Nation in Singapore, where the emphasis is on smart technologies. Startup Nation in Israel, where the focus is on innovative entrepreneurship," Minister Jaslan Madiyev said.
According to Jaslan Madiev, the basis of the GenNation.kz there are three main directions: the institutional environment, the creation of infrastructure and the development of human capital.
This year, the Artificial Intelligence Committee was established. The leadership of the committee is formed from reservists of the Presidential Youth Personnel Reserve. The Concept of Artificial Intelligence development for the next five years was also adopted.
The document covers key challenges, strategies to overcome them, takes into account the regional characteristics and potential of Kazakhstan, and also includes specific measures aimed at achieving the set goals.
As part of the development of the institutional environment, work is underway on the draft law "On Artificial Intelligence".
In terms of infrastructure development, in accordance with the instructions of the President, the technological infrastructure is actively developing in the country.
With the coordination of the Ministry, the efforts of academic organizations in partnership with business have currently launched the Kazakhstan supercomputer cluster for the development of KazLLM and the creation of AI products based on the model.
"With the support of ICRIAP and the ISSAI EOM laboratory at Nazarbayev University, the training of the KazLLM model based on 148 billion tokens in Kazakh, English, Russian and Turkish has been completed. This model will be available to a wide range of users, including the scientific community, startups and large corporations. In accordance with the initiative of the Head of State, KazLLM will become the basis for the creation of a larger project — TurkLLM, aimed at the development of natural language processing technologies in the Turkic-speaking space. The relevant agreement was signed at the last OTG summit," the minister said.
This project will be an important milestone in the creation of a national AI infrastructure and confirmation of Kazakhstan's status as a technological leader in the region.
One of the priorities for the transformation of public services is the creation of personal AI assistants in the eGov system. In professional language, they are called AI agents. Thanks to such AI agents, citizens will no longer have to look for where to turn on their own, or waste time waiting. AI agents will be useful for citizens and government employees, and routine processes will be automated and will allow employees to focus their efforts on strategically important tasks.
All this provided the basis for the creation of a National Artificial Intelligence platform in a secure circuit, on which you can quickly create AI solutions for any government agency.
In addition, projects on the use of artificial intelligence in economic sectors have been launched.
These programs form a unified methodology that simplifies and accelerates the process of AI decision-making by both government agencies and private sector enterprises and strengthen the development of the Generative Nation concept.
For a constant influx of personnel into the AI industry, ICRIAP has launched an AI movement, within which it is planned to train 1 million people in 5 years. For middle and high school students, it is proposed to expand training programs with a focus on programming and artificial intelligence, using a game-based approach to learning based on TUMO and Tomorrow School.
As a result of scaling, every year 100,000 schoolchildren will be able to improve their knowledge in mathematics, programming, learn creative technologies and develop critical thinking.
This will create a critical mass of talent for learning in the next stage at Tomorrow School. To improve the competence of civil servants in making decisions based on data, it is proposed to introduce a mandatory basic course on artificial intelligence for existing and new employees. It is planned to create professional development centers for the corporate sector on the basis of leading IT universities. These projects have already been successfully tested in a pilot mode and from 2025 we plan their large-scale implementation throughout the country.
To support AI startups at various stages, Astana Hub is already implementing a number of incubation and acceleration programs, such as AI'preneurs, Silk Way accelerator from Google, Hero Training from Draper University and others. Astana Hub has become an attractive platform for BigTech companies, whose offices are already opening for collaboration.
The key stage of the AI movement will be the International Center for Artificial Intelligence - alem.ai which is being created on behalf of the President and will become the next milestone in the development of Astana Hub.
Alem.ai It will become a platform where the best minds and advanced technologies work for the benefit of society, helping to unlock human potential, accelerate the development of key sectors of the economy and introduce artificial intelligence into various spheres of life.
Alem.ai It will not only strengthen Kazakhstan's position in the field of artificial intelligence on the world map of the AI industry, but also become a symbol of the country's transformation.
Thus, the formation of an institutional environment, the development of infrastructure and human capital will become the foundation for the implementation of the new concept of "Generative Nation".
