Eskendirov Ersin Kadirbekovich was born on December 28, 1985 in the village of Aksuat, Aksuat district, Semipalatinsk region. In 2005 he graduated from the Semipalatinsk College of Law and Business, with a degree in Law, in 2009 he graduated from the Kazakh Humanitarian Law University, with a degree in Jurisprudence, in 2020 he graduated from the S. Amanzholov East Kazakhstan University with a degree in Economics and Business.
He began his career in 2005 as a senior inspector at the state pension payment center of Tarbagatai district. He worked as the chief personnel specialist of the Tarbagatai district territorial inspectorate, the chief specialist lawyer of the East Kazakhstan Region Veterinary Control and Supervision Committee, the chief emergency specialist of the Tarbagatai district akim's office.
Over the years, he worked in senior positions as the head of the Department of financial, economic and Emergency Management of the office of Akim of Tarbagatai district, head of the office of Akim of Tarbagatai district, head of the Department of employment and social programs, deputy akim of Tarbagatai district, deputy akim of Aksuat district, head of the department for mobilization training and civil protection of Abai region and acting akim of Aksuat district.
