The Law "On Artificial Intelligence" has been adopted in Kazakhstan 26.11.2025

The Ambassador of Kazakhstan paid a working visit to the city of Lund 26.11.2025
November 25, 2025, Lund - The Ambassador of the Republic of Kazakhstan to the Kingdom of Sweden, Mr. O.Suleimenov, undertook a working visit as part of efforts to further advance regional cooperation between Kazakhstan and Sweden.The programme of the visit commenced with a meeting between the Ambassador and the Mayor of Lund, Mr. A.Almgren. During the conversation, the sides discussed prospects for cooperation, the introduction of sustainable and “smart” urban solutions, as well as the development of green technologies and innovation infrastructure. Particular attention was devoted to potential interaction between technology parks and innovation ecosystems of the two countries, including the organisation of business, research, and educational initiatives.Subsequently, the Ambassador of Kazakhstan held discussions with professors of Lund University. Lund University is recognised as one of Europe’s leading academic centres in the fields of hydrology, water resources management, hydrological modelling, and climate analytics. Its research groups hold prominent positions in developing digital technologies for water monitoring, flood forecasting, and the use of artificial intelligence in hydrology.During the meeting, the parties underlined the considerable potential for cooperation in water technologies, climate research, digital analytics, and capacity-building. Issues related to expanding academic mobility and implementing joint research projects, including promising initiatives on the digitalisation of the water sector, were reviewed in detail.At the conclusion of the visit, the Ambassador met with Kazakhstani master’s and doctoral students studying at Lund University. A number of media publications have suggested that the order of the Minister of Finance No. 654 "On certain issues of fulfilling tax obligations in the event of liquidation, reorganization and termination of activities by taxpayers" allegedly contradicts the law and introduces new responsibilities for company founders. In this connection, the SRG clarifies.Order No. 654 does not introduce anything new. This order was adopted to implement the norms of the Tax Code, which come into force on January 1, 2026. It describes how companies must meet their tax obligations upon liquidation or termination of operations. The main principle remains the same: if a company has a tax debt, debts are collected in accordance with the procedure provided for by the Tax Code.; If the company's property is not sufficient, the founders are liable only in cases directly provided for by the laws of the Republic of Kazakhstan. This rule existed in the legislation before – in the Tax Code, the Civil Code and the Bankruptcy Law. Order No. 654 repeats these norms without expanding the powers of the state revenue authorities. When can the founder be responsible The founder can be held liable in subsidiary (solidarity) only after the company is declared bankrupt due to specific circumstances, for example: - deliberate bringing of the company to bankruptcy; - withdrawal or concealment of property; - failure to provide documents to the liquidated company; - not applying to the bankruptcy court when the property no longer covers the debts. Why is there confusion?Some publications interpreted a separate paragraph of the order as extending the responsibility of the founders. However, this paragraph only repeats the norms of Article 75 of the Tax Code and does not change the current rules.It is important to know ✔ Order 654 does NOT violate the law and does NOT introduce new responsibilities for the founders. UNDP and the Government of Kazakhstan are launching a global programme to assess the readiness of public organizations to transition to open-source solutions 26.11.2025
The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (MAIDD RK), together with National Information Technologies JSC (NITEC) and the United Nations Development Programme (UNDP), has launched the Open-Source Public Organizations Readiness Assessment (OSPORA) programme to evaluate the readiness of Kazakhstan’s government agencies to transition to open-source solutions.To support governments in their transition to open-source solutions, UNDP’s Digital, AI and Innovation Centre, with the support of the Government of France, is implementing the “Open-Source Public Organizations Readiness Assessment” (OSPORA) initiative. The initiative helps countries assess their ability to adopt, scale, and manage open-source software. OSPORA is aimed at strengthening policies, governance systems, and institutional capacity throughout the process of national digital transformation. As part of the initiative, countries are offered a structured approach that enables them to assess their level of readiness, engage national leaders, and identify concrete steps for establishing Open-Source Programme Office functions within the broader digital transformation agenda.As part of the programme’s implementation, training on the fundamentals of open-source technologies has begun in Astana for representatives of NITEC, various ministries, the Digital Government Support Centre (DGSC), and Kazdream IT Holding. In addition, all stakeholders will participate in interviews for the subsequent assessment of the country’s readiness. At the next stage of the initiative, experts from MAIDD RK and NITEC, together with UNDP, will complete the readiness assessment report, identifying key gaps and opportunities, and preparing practical recommendations to accelerate the adoption of open-source solutions in Kazakhstan.Participation in OSPORA will give Kazakhstani specialists access to global expertise and practical tools. On July 18, 2025, the new tax code of the Republic of Kazakhstan was approved. One of its main innovations is the reduction of the number of special tax regimes from seven to three. Only the regimes for the self-employed, simplified declaration and peasant or farm farms were preserved. ️ ️ In this regard, the State Revenue Department of the Kyzylorda region reminds taxpayers, especially those who want to continue working in a regime that suits them, that it is important to strictly follow the transitional rules.Тaxi drivers, couriers and persons providing similar services should pay attention to the following information. If individual entrepreneurs who previously worked on a patent or through a special mobile application do not submit a notification of the transition to the "new" simplified declaration regime by March 1, 2026, they will be automatically deregistered as individual entrepreneurs and, if they meet the requirements of the regime, will be able to continue their activities as self-employed.💡 Also important information for taxpayers operating under the simplified declaration or fractional tax regime. A pilot project to improve local tax collection has been launched in Pavlodar region 26.11.2025
Since October 6, 2025, a pilot project has been launched in the Uspensky and Zhelezinsky districts of the Pavlodar region to improve tax administration in terms of collecting taxes on property and on vehicles of individuals. The project is carried out in accordance with the Order of the Minister of Finance of the Republic of Kazakhstan dated September 16, 2025 No. 500.Consultations with residents – at the place of residence As part of the project, akimats of 19 rural districts of Uspensky and Zhelezinsky districts are working to advise and inform citizens about the procedure for calculating and paying local taxes.Residents do not need to travel to the district center – all the necessary information can be obtained directly from the akimat of the rural district.: - find out the accruals and arrears of taxes; - get advice on calculating property and transport taxes; - ask about the correction of erroneous charges.Help with calculations Akimats of rural districts have access to information on accruals and debts of individuals through the Integrated Tax Administration System (IAS). If necessary, citizens are helped to make calculations through the Electronic Calculator service on the website of the State Revenue Committee (kgd.gov.kz ) and the mobile application "eSalyq Azamat".Updating information During the pilot project, work is underway to clarify the data: identification and registration of unregistered objects, identification of deceased owners, persons who left the Republic of Kazakhstan, as well as orphan property, etc.First results Based on the results of the activities carried out (yard rounds, phone calls, delivery of notifications, SMS notification via WhatsApp, explanatory work), the akimats of rural districts identified and registered/re-registered 74 real estate objects, including: - 18 real estate objects in the Uspensky district; - 56 real estate objects are located in Zhelezinsky district. At the Central Library named after Saken Seifullin, an event marking the 140th anniversary of the prominent Kazakh educator, poet, writer, teacher, and public figure Mirzhakyp Dulatov was organized, focusing on the discussion of his novel “Baqytsyz Jamal.”The event began with an overview of the book exhibition titled “Qalamy qaysar, rukhy ör – Mirzhakyp Dulatov.” Following this, the historical significance of Jamal’s character and the social issues raised in the novel were widely discussed among the attendees. In addition, a question-and-answer activity based on the novel was held in the format of selecting boxes.   Gulnar Akbakirova, a dedicated teacher of Kazakh language and literature from Secondary School No. 22 in Yñbek village, Taldykorgan, shared her thoughts on the work. Librarian Ayana Oteuli delivered an expressive reading of Jamal’s heartfelt monologue. Through the monologue, students were able to deeply feel the hardships of that era, the struggle of young women for freedom, and Jamal’s emotional outcry.  The discussion not only helped develop the students’ literary appreciation but also strengthened their respect for Kazakh literature. *Kyzylzhar-2 microdistrict in Shymkent has been connected to a full-fledged engineering infrastructure* 26.11.2025
The issue of the lack of engineering infrastructure, which has been relevant for several years in the Kyzylzhar-2 microdistrict of the Abay district of Shymkent, has been finally resolved. This spring, during a field meeting with residents of the metropolis, the residents of this area noted that the lack of drinking water, unstable electricity, and the lack of natural gas are the most pressing social problems. In response to the issue raised by residents, the city mayor gave an urgent task to the relevant structures and obliged them to deliver infrastructure networks in the shortest possible time. Thus, in April 2024, the construction of engineering networks began in the Kyzylzhar-2 territory. The project was intended to fully cover Alkap, Ordakent, Nurlykent, Syganak, Terenozek and Kolkent streets. The first phase of the project included the installation of the most necessary utilities — a water supply, electricity, and natural gas infrastructure. As a result, residents of the microdistrict, which previously relied mainly on transported water and experienced frequent power outages, have for the first time received stable and modern engineering infrastructure. Currently, 265 houses are provided with stable drinking water and electricity. In addition, a natural gas pipeline has been fully installed, enabling each house to be connected. According to experts, the upgraded engineering networks will significantly increase the comfort and safety of living in the microdistrict. Fire safety, sanitation, and energy sustainability have also been raised to a new level. The second phase of the project is planned to be implemented next year. This phase will provide the remaining part of the Kyzylzhar-2 microdistrict with the necessary infrastructure. When the project is fully completed, the microdistrict is expected to become a fully developed engineering area, increasing its social and economic potential. The head of the megapolis congratulated residents on the commissioning of the new infrastructure and noted that the contractors performed the work on time and with high quality. According to him, providing new microdistricts with engineering networks is one of the strategic development directions of Shymkent. The completion of work on Kyzylzhar-2 is a tangible result of a comprehensive policy aimed at improving the quality of life of the city's population. This project will not only create a comfortable environment for residents, but also give impetus to the urban development of Shymkent.

The Kyzylzhar-2 microdistrict in Shymkent is fully connected to a comprehensive utility infrastructure. In the Kyzylzhar-2 microdistrict of the Abay district of Shymkent, the problem of a shortage of engineering infrastructure, which had been relevant for several years, has been finally resolved. As a reminder, this spring, at a meeting between the city's mayor and residents, residents of this neighborhood cited a shortage of drinking water, unstable electricity supplies, and a lack of natural gas as the most pressing social problems. The mayor issued urgent instructions to the relevant agencies, tasking them with ensuring utility lines were connected to the neighborhood as quickly as possible. Construction of utility lines began on the Kyzylzhar-2 site in April 2024. Design work was carried out on Alkap, Ordakent, Nurlykent, Syganak, Terenozek, and Kolkent streets. During the first phase of the project, essential utilities—water, power, and gas lines—were installed. As a result, 265 homes now have a constant supply of water and electricity. Furthermore, the newly installed gas pipeline allows each home to be connected to natural gas. The second phase of the project is planned for implementation next year. This phase will provide the remaining portion of the Kyzylzhar-2 microdistrict with the necessary infrastructure. Upon full completion, the microdistrict is expected to have a fully developed utility infrastructure. The mayor congratulated residents on the commissioning of the new utility networks and noted that the contractors completed the work efficiently and on time. He stated that providing new microdistricts with utility networks is one of the strategic development areas of Shymkent.

The Unified Accumulative Pension Fund (UAPF, the Fund) offers contributors a wide range of services for building their pension capital and is actively working to expand their offerings and improve the quality of service. The 24/7 availability of the Fund's services on its website and mobile app is an important factor in increasing contributor interest in their savings. From January 1, 2025, to October 31, 2025, the Fund provided 36.7 million services to the population. Of these, 22.2 million were provided electronically, and 13.3 million were automated. Thus, the share of services provided automatically, electronically, and remotely amounted to 97.8% of the total. 795,100 services were provided in person, including 775,500 directly at the Fund's offices.As a reminder, all pension accounts are opened in the UAPF automatically upon receipt of the first contribution. However, receiving information on pension savings by mail will still be possible upon submitting a request to the UAPF address.In addition to receiving a statement in their personal account on the website and in the mobile app, contributors (beneficiaries) have the opportunity to use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for the appointment of pension benefits in connection with the establishment of a disability of groups 1 or 2 indefinitely or in connection with reaching the age of fifty through voluntary pension contributions, tracking the status of a benefit application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, creating a personal pension plan, etc. For example, since the beginning of the year, 67.1 thousand applications from contributors for the transfer of a portion of pension savings to the IPM trust management have been accepted, 64.4 thousand of which were in electronic format.Over the nine months since the beginning of 2025, 114,000 applications for account changes were received, 107,000 of which were submitted at the Fund's offices.When seeking services from UAPF specialists, contributors typically receive additional consultations and advice on savings management. The Fund is actively educating the public about the importance of pension savings. As part of its outreach efforts, 43,600 road shows were held, attended by 892,300 people. A meeting was held under the chairmanship of Akim of the district Berik Sarmenbayev, on the agenda of which the concept of all types of waste management for 2026-2030 was discussed. - In the village of terenozek in 2024, 475.5 million were allocated from the regional budget. a solid waste landfill was built and put into operation for tenge.
