Kazakhstan and Hungary Discuss Expansion of Cooperation in Pedigree Livestock Breeding 25.02.2026
Budapest, 12 February 2026 - Ambassador of Kazakhstan met with the management of Hunland Group, a Hungarian company specializing in the international trade of agricultural livestock and the development of pedigree breeding.During the meeting, the parties discussed prospects for expanding cooperation in the field of pedigree livestock development in Kazakhstan. Particular attention was given to the modernization of herd genetics, increasing productivity, and the introduction of advanced technologies in beef and dairy farming.The Kazakh side emphasized that livestock production is one of the priority areas of the country’s agricultural development. In recent years, the sector has demonstrated steady growth, including increased production of meat and milk, as well as consistent expansion of livestock numbers. It was highlighted that Kazakhstan possesses significant land resources – more than 200 million hectares of agricultural land, including vast pasture areas – creating favorable conditions for large-scale livestock development.During the meeting, Hungarian partners were informed about the existing state support measures in Kazakhstan’s agro-industrial complex. In particular, mechanisms for subsidizing the acquisition of pedigree livestock, support instruments for livestock production, as well as preferential credit and leasing programs for agricultural producers were discussed. Meeting with Representatives of the Kazakh Diaspora on the Draft New Constitution Held at the Embassy of Kazakhstan 25.02.2026
20 February 2026. A briefing dedicated to the upcoming republican referendum on the draft of the new Constitution of the Republic of Kazakhstan was held at the Embassy of Kazakhstan in Chișinău. The event was attended by representatives of the Kazakh diaspora as well as students studying at higher education institutions of Moldova.The main objective of the meeting was to provide comprehensive and accessible information to citizens on the content of the draft Constitution and the prerequisites for its development. It was noted that the initiative to prepare the new Basic Law had been announced by the Head of State in the Address of 8 September 2025, after which a special commission was established.It was emphasized that the key objective of the updated Constitution is to enshrine the principle that human life, rights and freedoms constitute the highest value. The Goverment must serve the citizen, the law must be equal for all, and every individual must have effective mechanisms for the protection of their rights.Participants were also informed about the political and socio-economic reforms being implemented in Kazakhstan. Министерство национальной экономики РК представило проект закона«О внесении изменений и дополнений в некоторые законодательные акты Республики Казахстан по вопросам государственного имущества», размещённый для публичного обсуждения на портале «Открытые НПА».Документ предусматривает комплексную модернизацию системы управления государственными активами и содержит поправки в Гражданский кодекс, Бюджетный кодекс, Закон «О государственном имуществе» и ряд других законодательных актов.Введение Единой системы управления государственными активамиПроектом закрепляются базовые принципы управления государственным имуществом: обеспечение полного и достоверного учёта активов, владение ими при соответствии установленным критериям, сокращение государственного участия в конкурентных секторах через приватизацию, реорганизацию и ликвидацию, внедрение современных стандартов корпоративного управления и формирование прозрачной системы отчётности.Правительство наделяется полномочиями по утверждению Единой системы управления государственными активами.Новые подходы к управлению стратегическими объектамиВводятся чёткие критерии отнесения объектов к стратегическим, а также их разделение на объекты республиканского и регионального значения. Устанавливается прозрачный порядок включения и исключения из соответствующих перечней на основании отраслевых заключений.Расширяются полномочия местных исполнительных органов при принятии решений об обременении или отчуждении стратегических объектов.После совершения сделки вводится обязательный пятилетний мониторинг таких объектов.Совершенствование регулирования государственных предприятийУточняются условия создания предприятий на праве хозяйственного ведения —при отсутствии либо низком уровне конкуренции на соответствующем рынке и исключительно с согласия антимонопольного органа.Пересмотрены случаи создания предприятий на праве оперативного управления, а именно для решения социальных задач в сферах образования, занятости, культуры, спорта и предоставления специальных социальных услуг.Системное регулирование деятельности СПКПроект вводит новую главу, комплексно регулирующую деятельность социально-предпринимательских корпораций (СПК).Определяются их цели, статус, принципы работы, функционал, порядок формирования имущества и требования к отчётности.Закрепляются принципы прозрачности, подотчётности, недопущения конкуренции с частным бизнесом и равноправного партнёрства государства и предпринимателей.СПК наделяются функциями по привлечению инвестиций, сопровождению инвесторов по принципу «одного окна», поддержке экспортного потенциала.Планы развития СПК будут содержать ключевые показатели эффективности (KPI), связанные с новым функционалом, а также усиливается корпоративное управление - предусматривается введение независимых директоров с инвестиционными компетенциями и создание инвестиционного комитета при совете директоров.Переходные положения обязывают в течение года провести инвентаризацию активов, реструктуризацию и выход из непрофильных и неэффективных активов, а также привести деятельность СПК в соответствие с новым законодательством.Повышение прозрачности учёта государственного имуществаРасширяется перечень сведений, подлежащих включению в реестр государственного имущества. Antwerp, 24 February 2026 – Ambassador of Kazakhstan to Belgium Roman Vassilenko met with the Rector of the University of Antwerp (UAntwerp), Herwig Leirs, and Vice-Rector Nathalie Dens. The parties discussed the current state and prospects for expanding cooperation in higher education, science, and innovation.The Ambassador noted that Kazakhstan is consistently strengthening its role as one of the key educational and scientific hubs of the Eurasian region. The country is actively developing international university partnerships, opening branches of foreign universities, and implementing joint educational programmes and research projects. This fosters an open academic environment and expands opportunities for the exchange of knowledge, technology, and human capital.Special attention was paid to Kazakhstan’s ongoing modernization agenda. The Ambassador emphasized that comprehensive reforms are being implemented to improve public administration, strengthen legal institutions, and create conditions for sustainable socio-economic development. The University of Antwerp is one of Belgium’s dynamically developing research universities, with strong positions in the humanities, natural sciences, engineering, and applied research, as well as a broad international partnership network. A solid foundation of cooperation has been established between Kazakhstan and the University of Antwerp. Three joint research projects have been implemented in mathematics, computer science, biology, and epidemiology in cooperation with the Kazakh-British Technical University and the M. Aikimbayev Kazakh Scientific Center for Quarantine and Zoonotic Diseases. Long-term scientific collaboration was carried out within the framework of a plague monitoring programme led by Professor H. Leirs. The opening ceremony of the Open Artistic Gymnastics Championship was held in Shymkent 24.02.2026
The grand opening ceremony of the city's open gymnastics championship was held at the Shymkent Gymnastics School. The large-scale sporting event was attended by Kanat Zharylkapuly Zholdykarayev, Acting Head of the Shymkent City Department of Physical Culture and Sports, who officially announced the start of the competition. Speaking at the ceremony, the acting head of the department congratulated the participants on the opening of the competition and wished the athletes success. He also noted that such competitions provide a great opportunity for young athletes to improve their professional skills, gain experience, and exchange experiences. A total of 194 athletes are participating in this year's open championship. In particular, athletes from Astana, Almaty, Pavlodar, as well as Tashkent are competing in the competition.
