Public procurement: main methods, participation and appeal procedure 25.06.2025
Public procurement is one of the key tools for ensuring public needs. They are regulated by the Law of the Republic of Kazakhstan "On Public Procurement" and the relevant Rules for Public Procurement approved by the authorized body. Below, we will briefly consider the main methods of public procurement, the conditions of participation for potential suppliers, as well as the procedure for appealing decisions and actions of participants in the procurement process.1. The main methods of public procurement Government agencies carry out purchases in the following ways: • Open tender — used for purchases that require a qualitative assessment of proposals. The winner is determined based on a set of criteria, including price and qualification. • Auction — used primarily for the purchase of standard goods and services. The lowest bidder wins. • Request for price offers is a fast way of purchasing, where the annual volume of goods, works, and services in value terms does not exceed 8,000 MCI. The winner is the participant with the lowest price that meets the requirements. • From a single source — Public procurement using a single source method is carried out in the cases provided for in paragraphs 2 and 3 of Article 16 of the Law on Public Procurement and is divided into two types: 1) From a single source for failed public procurement – applies if public procurement through a tender or auction is declared invalid in cases stipulated by Law. 2) From a single source by direct conclusion – is applied in exceptional cases provided for by law. It can be used, for example, in emergency situations (floods, fires, etc.), if there is only one supplier (for example, a copyright holder, a natural monopoly), for urgent repairs of equipment, for purchases related to state secrets or defense, and other cases. • Through commodity exchanges — it is used to purchase goods subject to exchange trading in accordance with the procedure established by the legislation on commodity exchanges.2. Terms and procedure for participation in procurement Potential suppliers should: • Register on the electronic public procurement platform goszakup.gov.kz • Have an electronic digital signature (EDS). • Provide documents confirming compliance with the qualification requirements (if necessary). • Submit the application on time and in the appropriate format. The specifics of participation depend on the purchase method. For example, in an open tender, you need to prepare a technical proposal, and in an auction, you need to be ready to participate in a price reduction in real time.3. Procurement protocols and results The procurement results are formalized by official protocols, which are posted on the public procurement portal. They specify: • Name of the winner; • The suggested price; • Justification of the choice; • The results of the application review. The protocols are available to all registered users and ensure transparency of the procurement process.4. Appeal procedure If the participant believes that his rights have been violated, he can file a complaint against: • The Customer; • The organizer or the single organizer of purchases; • Commission fee; • An expert; • A single operator. The complaint is submitted to the authorized body through the public procurement portal. There are clear deadlines for filing a complaint and its consideration, as well as mechanisms for suspending the procurement procedure until the complaint is considered.5. Legal support to residents of the districts: reception of citizens was held in the Markakol area of East Kazakhstan region 25.06.2025

Kazakhstan Contributes Actively to International Tea Day Event 2025 at UNESCO 25.06.2025
On June 20, 2025, the Permanent Delegation of the Republic of Kazakhstan to UNESCO participated in the event dedicated to International Tea Day held at UNESCO Headquarters in Paris.The soirée was organized by the UNESCO Community Association in partnership with the Franco-Chinese Cultural and Artistic Exchange Centre on the occasion of International Tea Day, proclaimed by the United Nations in 2019 and celebrated annually on May 21. In 2025, the celebration took place for the fourth time and brought together organizers of national booths from 17 of the tea-loving countries.The Kazakhstan booth this year was organized by the Alem Association, one of the local initiatives to bring together Kazakhs residing in France.At the national stand attendees could watch a beautiful video on Kazakhstan’s tea traditions produced by the Kazakhstan Diplomats’ Wives Community. “Words of Edification” of Abai Qunanbaiuly uttered in romanian in Bucharest 25.06.2025
Bucharest, June 20, 2025 — a ceremonial conference dedicated to the 180th anniversary of the great Kazakh poet, philosopher, and educator Abai Kunanbayev was held at the National Library of Romania, one of Bucharest’s main cultural centers. This significant event became a true bridge of cultural understanding between Kazakhstan and Romania, bringing together members of the diplomatic corps, scholars, artists, and public figures.The conference opened with a welcome address by Mr. Yerlik Ali, Ambassador of the Republic of Kazakhstan to Romania. AQYLTECH AND IT-AIEL WORKSHOP FOR WOMEN AND YOUTH WAS HELD IN TURKESTAN 25.06.2025
Today, an offline workshop "AqylTech and it-Aiel" was organized in Turkestan, dedicated to improving the digital and financial literacy of women and young people. The event brought together young people and women from district cities of Turkestan region who want to be competitive in the digital world.The meeting was opened by the deputy head of the Department of digitalization, public services and archives of the Turkestan region Turabi Seitovich. He stressed the importance of mastering modern technologies for the participants.During the workshop, participants received useful information on the basics of digital skills, financial planning, cybersecurity and artificial intelligence. All this knowledge can be used by them in the future to generate income and effectively manage the family economy.And the IT-Aiel project is aimed at increasing digital literacy and strengthening economic independence of young mothers and women with many children. They were given information on how to use artificial intelligence in the family budget and how to prevent cyber fraud.At the end of the event, a member of the Association "TechnoWomen" Alua Korpebayeva organized a game "family startup" among the participants and introduced them to entrepreneurship.
