During the 38th Plenary Session of the Foreign Investors' Council under the President of the Republic of Kazakhstan, a trilateral Memorandum of Understanding was signed between the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan, Citi, and Freedom Holding Corp. to jointly develop a large-scale AI cluster.Commenting on the significance of the partnership, Deputy Prime Minister - Minister of Artificial Intelligence and Digital Development of the Republic of Kazakhstan Zhaslan Madiyev emphasized that Kazakhstan is transitioning to a new type of economy:"By advancing cutting-edge technologies, we are building the foundation for Kazakhstan's digital sovereignty. On the Development of Kazakhstan–Brazil Cooperation 13.07.2026

Akim of Kostanay region Kumar Aksakalov, together with public figures, labor veterans and active youth, got acquainted with the construction of the Marriott hotel complex in the regional center, visited facilities in the Astana microdistrict and took part in the ceremony of the start of construction of the ecopark.The Head of State has repeatedly stressed the importance of creating a favorable investment climate, developing small and medium-sized businesses, as well as modern tourism and service infrastructure."Due to the arrival of new investors and the growth of business activity, the demand for modern hotel infrastructure is increasing. Taking this into account, hotel complexes of world–famous brands Marriott, Novotel and Holiday Inn will be built in Kostanay," the head of the region noted.The construction of the Marriott hotel complex is carried out entirely through private investment. In addition to hotel rooms, the complex will include restaurants, a conference room, meeting rooms, a fitness room, a swimming pool and other service facilities. As a result of the project, 140 new jobs will be created.It is worth noting that the Marriott hotel complex in Kostanay will become the third in Kazakhstan after Astana and Atyrau.It is planned to build 154 multi-family residential buildings in the Astana microdistrict on an area of 200 hectares. To date, 10 houses have been commissioned, and the construction of 23 more houses is ongoing. Of these, 13 are planned to be commissioned this year.In accordance with the instructions of the President of the country on the creation of eco-parks in large cities and regional centers, two new park areas will be opened in the region.The construction of an ecopark with an area of 43.8 hectares has begun in the forest fund near the city of Kostanay. Starting from July 1, 2026, Amendment No. 4 to the National Classifier of Economic Activities (OKED) (NC RK 03-2019) has officially come into effect in Kazakhstan. The amendments affected retail trade, courier delivery, tourism, gasification, and robotics.The Bureau of National Statistics will automatically recode current OKED codes. However, only you know the exact parameters of your business, such as the sales area of your retail facility or the specifics of the services provided. The Ministry of Finance of the Republic of Kazakhstan held a bike ride and a team-building event with the participation of employees of the central office, committees and subordinate organizations of the departments. The event was held on the eve of the entry into force of the new Constitution of the Republic of Kazakhstan and was aimed at popularizing its key values - the rule of law, state responsibility, protecting the rights of citizens and business, the unity of society and serving the interests of the country.The new Constitution sets a new level of requirements for state institutions. This is of particular importance for the system of the Ministry of Finance, since the trust of citizens, the stability of business, the transparency of budget processes and the investment attractiveness of the country directly depend on the quality of the work of financial, tax, customs, treasury and control bodies. One of the important constitutional guidelines is to strengthen guarantees for the protection of the rights of citizens, entrepreneurs and investors, including the responsibility of state bodies and their officials for illegal decisions, actions or inaction. This forms a more predictable legal environment and increases the requirements for the quality of decisions made by the state.The bike ride has become a symbol of forward movement, unity and common responsibility of the team of the Ministry of Finance for the implementation of the tasks facing the state. The participation of employees of different generations, divisions and organizations of the Ministry of Finance system emphasized continuity, team spirit and willingness to work together for results. Today, regional akim Murat Ergeshbayev held a free-format meeting with regional youth at the Syr Zhuldyzdary Creative and Innovative Academy. The event focused on developing youth policy, improving the education system, supporting entrepreneurship, youth public initiatives, and the role of the next generation in the region's socioeconomic development.The regional governor noted the importance of political reforms in the country and noted that the adoption of the new Constitution marks the beginning of a new era."This is a historic decision aimed at building a just society and strengthening trust in the future. As Head of State Kassym-Jomart Kemelevich noted, educated, patriotic youth play a special role in building a just Kazakhstan. Therefore, the state provides systematic support to young people in obtaining a quality education, finding employment, and fostering and comprehensive development. Young people from low-income families (NEET) are involved in the workforce.The regional youth resource center has six clubs and groups. The Schoolchildren's Palace, Tennis Center, the Creative and Innovative Academy "Syr Zhuldyzdary," "Anaga Tagzym," "Otbasy Ortalygy," and "Rukhaniyat Ortalyktary" have created conditions for effective youth leisure in all districts.To provide the region's youth with affordable housing and support young families, the "Syr Zhastary" subsidized mortgage lending program was adopted at the initiative of Nurlybek Mashbekovich. Under the program, young people under 35 with permanent registration in the Kyzylorda region can obtain housing at a 6% annual interest rate with a 10% down payment. Favorable opportunities are provided to employees of public organizations, workers in culture and sports, agriculture, emergency situations, housing and utilities, higher education institutions and research institutes, national holdings and national companies, branches of second-tier banks, as well as journalists and entrepreneurs. As a reminder, in 2024, out of 471 people who applied and received referrals, 100 confirmed their solvency and became owners of three-room apartments. Last year, 691 people applied, 453 of whom were accepted, and 300 children received referrals from Otbasy Bank JSC. Young people who successfully confirmed their solvency received apartments in a multi-story residential building on the left bank.At the initiative of the Head of State, the UN General Assembly declared 2026 the "International Year of Volunteers for Sustainable Development." In accordance with this initiative, two large-scale events will be held at the international and national levels.The national volunteer gathering in August will be dedicated to the exchange of experiences between young people and volunteers, the discussion of new initiatives, and the development of projects for the benefit of society. A national forum of young professionals on the theme "My Specialty - My Achievements" is also planned. 60 000 entrepreneurs received free professional assistance thanks to the "People's Accountant" initiative 13.07.2026
The Ministry of Finance of the Republic of Kazakhstan, in collaboration with professional accounting organizations, has concluded the results of the national "People's Accountant" campaign, which ran from January 5 to June 30, 2026. The campaign's primary objective was to provide practical support to entrepreneurs, improve the quality of accounting and tax record-keeping, and assist taxpayers in understanding the changes to tax legislation that came into effect in 2026. As part of the initiative, free in-person consultations for citizens were organized at the State Revenue Departments in regional centers, as well as in the cities of Astana, Almaty, and Shymkent. Consultations were provided by accountants working alongside specialists from state revenue authorities. In total, more than 120 accredited professional accountants participated in the event. Over the course of six months, the initiative has become a sought-after platform for open dialogue among the government, the professional accounting community, and the business sector. Campaign results: 1. over 60 000 taxpayers received free consultations; 2. 3 247 open house events were held; 3. 2 928 seminars were organized at the local level; 4. 512 interviews and expert commentaries were prepared; 5. over 10 000 items were published across media outlets, television, radio, and social networks; 6. 616 video testimonials from campaign participants were recorded, including 182 from the business community, bloggers, and opinion leaders; 7. promotional spots for the campaign aired over 45 000 times on radio stations; 8. with informational support from Zakon.kz, campaign materials—including four webinars—garnered over 2 500 000 Experience has shown that there is significant demand among entrepreneurs for a live interaction format. Participants received expert clarifications on the application of the new Tax Code, the selection of an optimal tax regime, transition period specifics, tax benefits and deductions, VAT registration and deregistration, the use of special tax regimes, the issuance of electronic invoices, the use of information systems, and matters regarding the registration and activities of self-employed individuals. A particularly valuable aspect of the initiative was that entrepreneurs could receive individual consultations directly from practicing professional accountants and state revenue officials, enabling them to promptly find solutions for specific situations and prevent potential errors in meeting their tax obligations. The "People's Accountant" initiative has become an effective example of collaboration between the state and the professional community, aimed at improving tax literacy, fostering a culture of voluntary tax compliance, and creating a favorable business environment. Free professional assistance has enabled thousands of entrepreneurs to adapt more confidently to legislative changes and receive timely answers to their most pressing questions. UAPF has provided over 24.5 million services to contributors since the beginning of the year 13.07.2026
The Unified Accumulative Pension Fund (UAPF) plays a key role in the country's pension system, providing citizens with reliable tools for saving for retirement. UAPF provides a variety of digital services to Kazakhstanis and continues to develop them, adapting to customer needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing contributor interest.Over the five months from January 1, 2026, to May 31, 2026, 24.7 million services were provided to the public. Of these, 14.3 million were provided electronically, and 9.9 million were automated. Thus, the share of automated, electronic, and remote services amounted to 98.7% of the total. 322,100 services were provided in person, including more than 313,400 directly at the Fund's offices.As a reminder, all pension accounts are opened automatically in the UAPF upon receipt of the first contribution. Targeted requirements are also automatically accrued to citizens of the Republic of Kazakhstan under 18 years of age, and targeted savings accounts (TSA) are opened to record and pay out targeted savings to adult recipients of targeted savings under the National Fund for Children program.During the reporting period, the total number of automatically opened individual pension savings accounts (IPSAs) for all types of compulsory pension contributions (CPCs), notional pension accounts (NPSAs) for recording compulsory occupational pension contributions (COPCs) paid by employers from their own funds, and targeted savings accounts (TSAs, opened to record and pay targeted savings to recipients of targeted savings under the National Fund for Children program) amounted to 891,700.Getting statements from IPSAs, NPSAs, and TSAs remains the most popular service. Since the beginning of the year, more than 15.0 million statements have been issued for all account types, 13.3 million of which were electronic and 1.5 million statements were issued automatically. The UAPF reminds that accessing account status information through your personal account is the most convenient, reliable, and timely way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account status information is available not only through the UAPF mobile app and your personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a single platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, receiving information on pension savings by mail is still possible upon submitting a request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) can use services such as making changes and additions to their account details, obtaining a certificate of account availability, submitting an application for pension benefits due to the establishment of a Group 1 or 2 disability for life or upon reaching the age of 50 through voluntary pension contributions, tracking the status of a benefit application, transferring a portion of their pension savings to an investment portfolio manager (IPM), calculating a projected future pension using a pension calculator, etc. Over the past period, 38.7 thousand contributor applications for transferring a portion of their pension savings to IPM trust management were accepted, the majority of which were in electronic format.During the reporting period, 46.7 thousand applications for changing account details were accepted, of which approximately 44.0 thousand were submitted at the Fund's offices.When seeking a service from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 25,100 roadside presentations were held, attended by 505,100 people. The number of materials published in the media based on UAPF announcements amounted to 17,000.The number of inquiries received from contributors and beneficiaries through feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 192,500.As a reminder, any company can request an on-site presentation and consultation on the funded pension system by simply calling the call center at 1418 or through the Fund's website or mobile app.UAPF consulting services can be obtained through instant messengers (chat bot in WhatsApp and Viber at +7 777 000 14 18), call center at 1418 (free call within Kazakhstan), on the corporate website enpf.kz, as well as on the official UAPF pages on social networks Instagram, Facebook, VKontakte, Telegram, Odnoklassniki. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. Deputy Chairman of the Trade Committee of the MIT RK Daulen Kabdushev visited the Zhambyl region on a working visit. The main topics of the trip were the modernization of trade markets, the development of manufacturing enterprises in the region and the implementation of the instructions of the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov to eliminate unproductive intermediaries.One of the key points of the program was the modernization of trade markets in Taraz. The Saltanat market, operating since 1997, after modernization, continues to provide conditions for small business activities. There are 25 retail outlets here, and the total investment in the project amounted to 140 million tenge. Construction and installation work has been completed in full, the facility has been put into operation in the prescribed manner.At the Yakka Sarai market, construction work is also 100 percent completed. And in the Zhibek Zholy market, modernization continues. After completion of the work, the market will meet modern requirements for the organization of trade, safety and business conditions.During the working trip, Daulen Kabdushev also visited a number of manufacturing enterprises in the Zhambyl region. He got acquainted with the work of the confectionery factory, where 140 people work and the production capacity is 6,660 tons of products per year. The delegation also visited the Khlebny Dar enterprise and Alel Agro JSC, one of the largest domestic producers of poultry meat, producing up to 70 thousand tons of products per year. During the visit, issues of developing domestic production, providing the domestic market with quality products, as well as the interaction of manufacturers with retail chains and markets were discussed.Special attention was paid to the implementation of the order of the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov to eliminate unproductive intermediaries in the chain of sales of socially important food products. Since the beginning of the year, 23 meetings of the regional commission have been held in the Zhambyl region, following which 46 business entities were brought to administrative responsibility.“Modernization of markets and the fight against unproductive intermediaries are interconnected processes. Initially, the main goal of updating retail facilities was to create conditions for fair, open and transparent trade, where the producer and consumer have direct interaction.Local executive bodies need to take a responsible approach to completing the modernization of retail facilities, as well as continue to work to reduce the role of unproductive intermediaries. It is important to ensure equal conditions for domestic producers, entrepreneurs and consumers,” noted Daulen Kabdushev.In parallel, work continues within the framework of state control. Since the beginning of the year, 82 administrative decisions worth over 6 million tenge have been issued in the Zhambyl region. Of these, 58 were for exceeding the maximum trade markup by more than 15 percent and 24 for using different prices for goods.
