Akim of Kostanay region inspected the construction progress in new microdistricts "Astana" and "Baiterek" 04.08.2025
As part of the implementation of the instructions of the President of the country, the Akim of the Kostanay region Kumar Aksakalov got acquainted with the progress of construction of residential buildings and infrastructure facilities in the new microdistricts "Astana" and "Baiterek" of the city of Kostanay.Recall that the Head of State emphasized: "Affordable housing is not a dream, but our duty to citizens." Guided by this task, about 1 million square meters of housing have been commissioned in the region over the past two years.The microdistricts "Astana" and "Baiterek" will become some of the largest residential areas in the regional center. In total, 154 multi-storey buildings are planned to be built here, which will provide more than 14 thousand new apartments.Today, the construction of 10 five-storey buildings is being completed - the work is 95% complete. In parallel, the construction of another 13 similar buildings has begun.In addition to residential buildings, the project provides for the creation of modern infrastructure. "Smart" stops, video surveillance systems, children's and sports grounds will be installed here. Schools, kindergartens, a multidisciplinary hospital, leisure centers and a Sports Palace will be located within walking distance.A gas boiler house with a capacity of 49.5 Gcal is being built to ensure uninterrupted heat supply to the new residential area. Construction, installation and commissioning works are ongoing at the site, and the project is undergoing state examination.“The implementation of such a large-scale project is not only an improvement in housing conditions, but also a new impetus for the socio-economic development of the region. It is important to provide people with not just housing, but a full-fledged comfortable living environment,” said Kumar Aksakalov.Special attention is paid to supporting young people. The Kostanay Zhastary program continues to operate in the region, under which more than 340 young people have been provided with housing in three years. The program will be continued in 2025. Contributors belonging to socially vulnerable categories have the right to recalculate taxable income and return IIT 04.08.2025
The deadline for filing documents for reimbursement has been extended to 5 years The new Tax Code of the Republic of Kazakhstan will enter into force on January 1, 2026. At the same time, amendments have been made to the current Tax Code that affect the interests of UAPF beneficiaries and contributors who belong to socially vulnerable categories and have used lump sum pension benefit payments to improve housing conditions and (or) pay for medical treatment (LSPBP) What changes have been made? Individuals belonging to socially vulnerable groups are entitled to apply standard tax deductions to taxable income in the form of lump-sum pension benefit payments. Many of them, when withdrawing LSPBP for housing and (or) medical treatment, paid individual income tax (IIT) immediately upon making the payment. At the same time, from January 1, 2024, standard tax deductions (up to 882 MCI[1]) are applied to the taxable income of such people in the form of LSPBP. This means that recipients belonging to this category can apply with a corresponding application and supporting documents to the UAPF to apply for recalculation and refund of IIT within three years from the date of receiving LSPBP. However, those who withdrew LSPBP in 2021-2022 for various reasons did not have time to do this. Now, in connection with the adoption of amendments and additions to the Tax Code of the Republic of Kazakhstan, from July 15, 2025, the limitation period established for such appeals from individuals has been increased from 3 to 5 years. Who is eligible for IIT refund?The list of individuals entitled to a refund of IIT is defined by the current Tax Code. These are individuals with disabilities of the first, second or third groups, one of the parents or guardians of children with disabilities, one of the adoptive parents, foster parents of orphans, veterans of military events and other categories. The full list of persons is in Article 346 of the Tax Code. Where should you apply?Beneficiaries who, when determining taxable income under the LSPBP, standard tax deductions, if eligible, were not applied, must urgently contact the nearest UAPF branch office with an application and supporting documents for the application of standard tax deductions to recalculate income and reimburse IIT.After applying the standard tax deduction, the IIT will be returned to the beneficiary's individual pension savings account if it was withheld. If deferred IIT was chosen, then the obligation to pay it will be removed upon receipt of monthly pension payments.These changes will be valid until December 31, 2025 (inclusive), since the new Tax Code of the Republic of Kazakhstan comes into force on January 1, 2026. For reference. According to the current Tax Code, pension payments from UAPF are classified as income subject to individual income tax (IIT) at a rate of 10% in accordance with the Tax Code of the Republic of Kazakhstan. IIT is withheld collectively for all types of pension benefits formed from compulsory pension contributions (CPC), compulsory occupational pension contributions (COPC), and voluntary pension contributions (VPC). The same rules apply to lump-sum pension benefit payments (LSPBP) from UAPF for the purpose of improving housing conditions and/or paying for medical treatment.Lump sum pension benefit payment (LSPBP) is the amount of pension savings formed by compulsory pension contributions (and until 01.07.2023, by compulsory occupational pension contributions), withdrawn by the contributor (beneficiary) from the UAPF in order to improve housing conditions and (or) pay for medical treatment in the manner established by the Social Code of the Republic of Kazakhstan.Let us remind you that there are two ways to withhold IIT: immediately upon receipt of the LSPBP and with a delay until retirement. According to the law, the tax agent that calculates the IIT is the UAPF, which can withhold the tax in two ways, depending on the choice of the individual:o 10% of the LSPBP amount is withheld immediately upon payment.o 10% of all used pension savings are withheld after the beneficiary retires. In this case, the tax amount is divided into equal parts and deducted from the beneficiary 's monthly pension benefits for a maximum of sixteen years.How to withhold IIT is decided only by the beneficiary of the LSPBP when submitting an application to the authorized operator. UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. 125 New Recruits Swear Oath to the Motherland in Astana 04.08.2025
A solemn military oath ceremony was held at military unit 6636 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan in the capital, Astana. This momentous event marked the beginning of a new chapter in the lives of young conscripts, symbolizing their commitment to the honorable duty of defending the Motherland.This year, 125 conscripts arrived at the unit from the North Kazakhstan, Zhetysu, Kostanay, and Pavlodar regions. To the sound of the National Anthem and in the presence of their families, unit command, and veterans, the recruits pledged to fulfill their military duty with honor.Colonel Yerlan Buranbayev, commander of the unit, emphasized the significance of the oath in his address:“From this day forward, you are soldiers of the National Guard. You swore your allegiance before the people, your parents, and your conscience. The Military Profession Is Not Just for Men: Female Cadets of the National Guard Choose the Path of Military Medicine 03.08.2025
At the Academy of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan, more than 30 cadets were solemnly sworn into military service after being admitted to military educational institutions in the Russian Federation and the Republic of Türkiye. All of them were selected through competitive procedures under international agreements and treaties signed between the respective countries.The military oath is far more than a formality. It is a significant act of moral responsibility and a symbolic entry into the ranks of the nation’s defenders. Every individual who recites the words of the oath assumes a duty of loyalty to their homeland and people, a readiness to serve, and a willingness to sacrifice for peace and national security.This year, special attention was drawn to two young women who took the military oath alongside their fellow cadets. They represent the fourth cohort of female personnel from the National Guard to be sent for training in the field of military medicine. Ahead of them lies years of study in Saint Petersburg. Foreign Ministers of Kazakhstan and Kyrgyzstan Agreed to Further Expand Cooperation 03.08.2025
Cholpon-Ata, August 2, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu, as part of his official visit to Kyrgyzstan, met with Minister of Foreign Affairs of the Kyrgyz Republic Zheenbek Kulubaev.The parties noted the high dynamics of bilateral cooperation, which is characterized by the steady strengthening of political dialogue and the expansion of multifaceted interaction.The Kazakh Foreign Minister emphasized that thanks to the political will of the Heads of State, Kazakh-Kyrgyz relations have reached a qualitatively new level of interaction.“Kazakhstan is firmly committed to the comprehensive deepening of allied relations with brotherly Kyrgyzstan based on the principles of mutual respect, trust, and consideration of each other’s interests. These are the goals we are guided by in building a long-term partnership,” stated Minister Nurtleu.The foreign ministers discussed in detail the implementation of the agreements reached at the highest level in recent years and expressed their readiness to promote the strengthening of inter-parliamentary, intergovernmental, and interregional ties.Particular attention was paid to the preparation of the official visit of the President of Kazakhstan Kassym-Jomart Tokayev to Kyrgyzstan and the holding of the seventh meeting of the High Interstate Council between Kazakhstan and Kyrgyzstan.The prospects for further expansion of trade and economic cooperation were separately considered. Kazakhstan consistently ranks among Kyrgyzstan’s top three trading partners.In the context of implementing the instructions of the Heads of State, the ministers agreed to comprehensively facilitate the deepening of economic cooperation and increasing mutual trade to 3 billion US dollars. According to the results of 2024, trade turnover between Kazakhstan and Kyrgyzstan amounted to 1.7 billion US dollars.The importance of launching the Industrial Trade and Logistics Complex project on the Kazakh-Kyrgyz state border in 2026 and the development of joint investment projects was noted.The ministers emphasizing the significant potential for cooperation, expressed their readiness to promote fruitful interaction in the areas of energy, transport, logistics, water relations, and agriculture.As a separate point, issues of deepening cultural and humanitarian ties, which form the basis of strong and long-term relations between the two states, were considered. Last year, the Days of Kyrgyz Culture and a series of large-scale events were successfully held in Kazakhstan.This year, ahead of the official visit of President Tokayev to Kyrgyzstan, it is planned to hold the Days of Kazakh Cinema, the 3rd Kazakh-Kyrgyz Youth Forum, and the solemn opening of the “Golden Bridge of Friendship” monument in Bishkek.During the meeting, the ministers “compared the notes” on current regional and international issues. An Administrative Meeting Was Held in Zhanaozen Under the Chairmanship of the City Akim 03.08.2025
Today, August 1, an administrative meeting was held in the city of Zhanaozen under the chairmanship of the Akim of Zhanaozen, Janseit Kainarbaev.During the meeting, the participants reviewed the implementation of protocol instructions given at various meetings chaired by the city and regional akims, as well as the handling of appeals from individuals and legal entities received by the Zhanaozen City Akimat in the first half of 2025, including the status of parliamentary inquiries.Head of the Organizational and Control Department, Bauyrzhan Moldabekov, and Acting Head of the Documentation Support and Control Department, Zhaksylyk Orynbekov, delivered reports and presented updates on their respective areas.The city akim emphasized the importance of broad public outreach regarding the national environmental campaign “Taza Kazakhstan” and the “Taza Qazaqstan” Telegram bot. He noted that improving the culture of cleanliness among the population is a shared responsibility not only of residents but also of all institutions and organizations. Due to the insufficient efforts in this area, strict warnings were issued to the heads of relevant organizations.The akim expressed dissatisfaction with the poor sanitary condition in the village of Rakhmet and, due to the uncoordinated waste management efforts, issued a formal reprimand to the Akim of Rakhmet village, Raimbek Syrymov. He was instructed to intensify sanitation efforts in the area and to strengthen awareness work among residents.Janseit Kainarbaev stressed the importance of timely and high-quality implementation of tasks under supervision.
