The Ministry of Justice of the Republic of Kazakhstan has launched a reform of collective copyright management discussed 04.03.2025
On February 28, 2025, Almaty - a meeting of the Ministry of Justice of the Republic of Kazakhstan with authors, rightholders and representatives of organizations managing property rights on a collective basis was held at the National Library of the Republic of Kazakhstan. The main topic of the discussion was improving the system of collective management of rights, ensuring transparency of compensation services and fair distribution of royalties. The discussion was attended by deputies of the Parliament of the Republic of Kazakhstan, representatives of the creative intelligentsia, as well as public figures concerned about the current state of intellectual property protection.Speaking to the participants, Vice Minister of Justice of the Republic of Kazakhstan B. Sh. Zhakselekova said: "Creativity is the basis of the country's cultural development and it requires reliable legal protection. Today's meeting is not just a discussion, but a search for specific mechanisms that will help authors and performers receive decent remuneration."During the discussion, representatives of the creative community expressed different views on reforming the collective management system.Composer M. Kusainov noted that the participants of the legendary Dos-Mukasan group do not receive payment for the use of their works. He criticized the large number of collective management organizations in Kazakhstan and their ineffectiveness, proposing the creation of a single state organization that would centrally manage copyright and introduce digital tools for control. Some participants, in particular, representatives of the Kazakh Society of Authors, supported the existing system of collective management. However, poet and composer B.T. Ashirbayev agreed with the need for digitalization and noted the importance of transparency of calculations between collective management organizations and authors. He also drew attention to the issue of payment of royalties by television and radio companies, which requires specific regulation.Author, journalist Sh.U. Aldjambayev in his speech touched upon the issue of the large number of collective management organizations and the legality of granting permissions to users, focusing on the payment of royalties to the heirs of deceased authors.Deputies E.D. Stambekov and B.Zh. Bazarbek, noting the lack of transparency in the activities of the collective management organizations, proposed a number of legislative amendments aimed at digitizing the collective management system. The meeting noted that the introduction of digital solutions will allow authors to control the process of using their works online - from concluding contracts to calculating and paying royalties. This will not only facilitate the interaction between authors and the collective management organizations, but also ensure a fair distribution of income.According to the results of the meeting, all participants agreed that reforming the collective management system of rights is relevant. Transparency in the work of the collective management organizations reduces the risks of inefficient management and increases the trust of authors and rightholders. The participants supported the deputies' proposals on digitizing the sphere of collective management and recognized them as relevant. & sent.On February 7, 2024, the Medeu District Court decided to satisfy the administration's claim. Almaty Mayor Yerbolat Dossayev expressed his opinion on the construction of the Congress Center, which will be located in the Tauly Kyrat microdistrict, above Al-Farabi Avenue.“The city’s new Congress Center will be state-owned. Funds will be allocated from the city budget for engineering infrastructure and improvement. In addition, funds from private sponsors will be attracted as part of social responsibility,” the mayor said at a meeting with the public.Yerbolat Dossayev noted that the purchase of land plots is being carried out in accordance with all legal requirements.“The purchase of land plots is carried out in accordance with the established procedure. Those who disagree with the proposed price can go to court. The necessary agreements have been concluded with some landowners and payments have been made. The main thing is that the main part of the land plots is already owned by the city. We will not violate the rights of residents under any circumstances,” said the akim. The city head said that Almaty currently does not have a Congress Center.“There is no Congress Center in our city, so we will build one. Some false information has been spread, rumors have spread that commercial real estate will be built in this area. I want to reassure all residents of the city: no commercial real estate will be built, only a Congress Center will be built. Since the Soviet Union, no such facilities have been built, except for the Palace of the Republic,” said Yerbolat Dossayev.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/947609

"This is a matter of principle for me": Yerbolat Dossayev - how the issue of water supply for 50 thousand residents of the Medeu district was resolved 04.03.2025
Almaty Akim Yerbolat Dossayev spoke at a meeting with residents of the Medeu district about solving infrastructure problems, providing remote microdistricts with water supply and sewage systems."Many of the issues raised earlier have been resolved today. Everyone has forgotten how much fuss there was on the Kamensk plateau last year. Now 50 thousand residents of the district are provided with stable water supply, this issue will not be raised again. This is a great achievement for me. This year we will carry out work in the western part of the district, and next year we will begin construction of the eastern part, including drainage systems and networks. Because residents use septic tanks, there is a risk of landslides. This issue is very important for me," said the mayor. As a reminder, remote microdistricts that previously did not have water and sewage systems were included in the implementation of large infrastructure projects in the Medeu district. Thus, in March this year, the construction of 50 km of distribution networks will begin in the western part of the Kamensk plateau microdistrict to provide 7 thousand residents with water and sewage systems. The work will be completed in September 2026.Also, this year, another 100 km of water pipelines and sewerage networks will be built in the Muztau, Sulusai, Atyrau, Alatau, Kishi Stanitsa and Tauly Kyrat microdistricts. One of the important projects was the commissioning of the reserve water supply system in July 2024. Today, this system supplies 32 thousand cubic meters of water per day from Talgar groundwater sources, providing 50 thousand residents of the Samal, Koktobe and Tauly Kyrat microdistricts with stable water.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/947611

Yerbolat Dossayev - the new Congress Center in Almaty will be state-owned 04.03.2025
Almaty Akim Yerbolat Dossaev told about the construction of the new Congress Center during a meeting with residents of the Medeu district. The city mayor noted that such impressive facilities have not been built in Almaty since Soviet times.“The proposed new Congress Center will be state-owned. "In addition, private sponsorship funds will be attracted within the framework of social responsibility," said Yerbolat Dossayev. Also, the mayor of Almaty thanked the active residents for their attention to the development of the city and expressed confidence that the project would bring benefits to Almaty."Our city must develop. There is no free state land fund in Almaty, so we are forced to buy land to extend roads, develop social infrastructure, and public spaces. We do all this only within the law," said the mayor.Yerbolat Dossayev assured that the construction of commercial real estate on the site of the planned Congress Center has been excluded."According to the Land Code, we cannot transfer any of the land purchased with budget money to private owners. We need to completely erase this issue from our memory,” the mayor concluded.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/947613

"Not a single acre of land purchased with budget funds will be privatized" - Yerbolat Dossayev 04.03.2025
During a meeting with residents of the Medeu district, Almaty Mayor Yerbolat Dossayev explained the mechanism for purchasing land for state needs.“It is said that the amount of compensation provided for the purchase of land is not enough to satisfy all the needs of the population. There are specific mechanisms for assessment established by law, but if the court awards more compensation in accordance with the law, the city will pay it. We will find the necessary funds, save. Most importantly, the city needs to develop. As the mayor of the city, I do not have enough state land funds for the development of the city,” Yerbolat Dossayev said at a meeting with residents of the Medeu district. The mayor noted that since his appointment in 2022, the akimat has been purchasing land only for the purpose of building roads, developing social infrastructure and public spaces, and all this is being carried out within the framework of the law.“We cannot privatize a single acre of land purchased with budget funds in accordance with the Land Code. "I want to clarify this issue right away, there should be no idea that the akimat can buy land and give it to someone else. This is strictly prohibited by the Land Code, we have no right to take such action," the city akim said.Source : https://www.gov.kz/memleket/entities/almaty/press/news/details/947615

For this, excavators, earth-moving equipment, and other special equipment are used to deepen the bottom of the canals and clean their walls. This work increases the ability of the canals to pass water for irrigation, drainage, and production, and reduces the risk of flooding settlements.Source : https://www.gov.kz/memleket/entities/water/press/news/details/948481
