ANNOUNCEMENT More than 21.5 million services have been provided to the population by UAPF since the beginning of the year 28.05.2026
The main objective of the UAPF is to accumulate citizens' pension savings and ensure their future payments. The Fund's services help citizens not only accumulate the necessary funds for a decent retirement but also actively participate in financial planning for their future. The UAPF provides various digital services to Kazakhstanis and continues to develop them, adapting to client needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing depositor interest.From January 1, 2026, to April 30, 2026, the Fund provided 21.5 million services to the population. Of these, 11.7 million were provided electronically, and 9.4 million were automated. Thus, the share of services provided in automated, electronic, and remote formats amounted to 98.8% of the total. A total of 267.4 thousand services were provided in person, including more than 260.3 thousand directly at the Fund’s offices.As a reminder, all pension accounts are opened automatically in the UAPF upon receipt of the first contribution. Targeted requirements are also automatically calculated for citizens of the Republic of Kazakhstan under 18 years of age, and target savings accounts (TSA) are opened to record and pay out target savings to adult recipients of target savings under the National Fund for Children program.During the reporting period, the total number of automatically opened individual pension savings accounts (IPSA) for all types of individual pension contributions (CPC), as well as notional pension savings accounts (NPSA) for recording employer’s compulsory pension contributions (ECPC) transferred by the employer from their own funds, and target savings accounts (TSA, opened to record and pay out target savings to recipients of target savings under the National Fund for Children program) amounted to 790,000.Receiving statements from IPSA, NPSA, and TSA remains the most popular service. Since the beginning of the year, 12.3 million statements have been issued for all types of accounts, 10.8 million of which were issued electronically and 1.3 million automatically. UAPF reminds that receiving account information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account information is available not only through the UAPF mobile app and personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a unified platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, it is still possible to receive information about the status of pension savings by mail by submitting a corresponding request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) have the opportunity to use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for the appointment of pension benefits in connection with the establishment of a disability of groups 1 or 2 indefinitely or in connection with reaching the age of fifty through voluntary pension contributions, tracking the status of a payment application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, etc. Over the past period, 32.2 thousand applications from contributors for the transfer of a portion of pension savings to the trust management of the IPM were accepted, most of which were in electronic format.During the reporting period, 38,400 applications for account details were received, 36,200 of which were submitted at the Fund's offices. When requesting a service from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 20,500 road shows were held, attended by 413,000 people. The number of materials published in the media based on UAPF announcements amounted to 13.4 thousand. The number of inquiries received from contributors and beneficiaries through feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 159.0 thousand. As a reminder, any company can request an on-site presentation and consultation on the funded pension system by simply calling the call center at 1418 or contacting the Fund through the website or mobile app. UAPF consulting services are available through instant messengers (chatbot in WhatsApp and Viber at +7 777 000 14 18), the call center at 1418 (free call within Kazakhstan), on the corporate website enpf.kz, as well as on the official UAPF pages on social networks Instagram, Facebook, VKontakte, Telegram, Odnoklassniki.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. В Уйгурском районе Алматинской области 10 тысяч гектаров пастбищных земель преобразуют в посевные площади. На территориях, где ранее практически ничего не росло, фермеры внедряют цифровые технологии и рассчитывают получать высокие урожаи. В частности, в сельском хозяйстве активно применяются современные технологии, системы капельного и дождевального орошения, а также автоматизированные устройства управления. Это позволяет эффективно использовать водные ресурсы и увеличивать объемы производства. Аким Алматинской области Марат Султангазиев посетил сельхозугодья и ознакомился с деятельностью хозяйств района, сообщает пресс-служба акима области.Одним из предприятий, работающих в этом направлении, является компания «Harvest Agro». Проект, реализуемый в селе Калжат Уйгурского района, основан на внедрении цифровых технологий в агропромышленный комплекс. В него входят автоматизированная система орошения, оборудование для цифрового анализа почвы, датчики влажности, мониторинг состояния посевных площадей и элементы управления с использованием искусственного интеллекта. Основная цель проекта - формирование эффективной и устойчивой модели современного сельского хозяйства за счет рационального использования водных ресурсов.Полная реализация проекта запланирована на 2026 - 2029 годы. Общая стоимость составляет 18,2 млрд тенге. После запуска предприятия будет создано 60 новых рабочих мест. Общая площадь земель составляет 4 500 гектаров. Планируется ежегодно выращивать 20 тысяч тонн кукурузы и 4 500 тонн сафлора. Готовую продукцию намерены экспортировать в страны Центральной Азии, а также на рынки Китая и Ирана.Одним из ключевых направлений проекта является развитие современных систем орошения за счет использования подземных вод. Для этого ведутся работы по бурению скважин и созданию ирригационной инфраструктуры. Планируется пробурить 120 скважин и установить 120 дождевальных установок «Center Pivot». Глубина скважин достигает 300 метров, а необходимый объем подачи воды для каждой установки составляет 125 -150 кубометров в час.На первом этапе будет освоено 1 200 гектаров земли под выращивание сафлора. В настоящее время пробурено 30 скважин и ведется подготовка к установке 30 дождевальных систем.Еще одним крупным предприятием, развивающим агропромышленный сектор Уйгурского района, является ТОО «Assem Kaljat». Компания реализует несколько стратегических проектов в сфере переработки сельхозпродукции, внедрения водосберегающих технологий и развития производственной инфраструктуры. Предприятие преобразовало 2 500 гектаров пастбищ в орошаемые земли и засеяло 12 сортов кукурузы. Пробурено 59 скважин глубиной 180  - 200 метров и установлено 59 трансформаторов. Кроме того, проложено более 40 километров линий электропередачи и свыше 300 километров магистральных труб капельного орошения различного диаметра.В хозяйстве используются тракторы и комбайны марок Claas и Case, сеялки, дроны-распылители, навесные и прицепные агрегаты, а также погрузчики, бульдозеры и экскаваторы. Продукция поставляется не только на внутренний рынок, но и экспортируется в Узбекистан, Иран и Китай. Основными потребителями станут предприятия по производству крахмала, комбикормовые заводы, птицефабрики и фармацевтические компании.В дальнейшем планируется строительство трех заводов: по первичной переработке и хранению кукурузы, производству поливинилхлоридных труб и выпуску систем капельного орошения. Общий объем инвестиций составит 23 млн долларов.Марат Султангазиев посетил оба предприятия и поздравил их с началом реализации значимых проектов. По его словам, запуск современного агроиндустриального комплекса придаст новый импульс развитию экономики региона и укрепит его инвестиционный потенциал.«Обе компании ориентированы не только на выращивание сельхозкультур, но и на их дальнейшую переработку. “Assem Kaljat” уже в этом году начнет строительство своего первого завода. В свою очередь, “Harvest Agro” готов расширять производство в зависимости от объемов продукции. Будет обеспечен полный цикл - от производства гибридных семян до хранения и переработки готовой продукции. При этом приоритет отдается вовлечению неиспользуемых земель в сельскохозяйственный оборот и превращению их в плодородные посевные площади. Сегодня активная работа по преобразованию пастбищ в орошаемые земли ведется в Жамбылском, Илийском и Уйгурском районах.Для Уйгурского района кукуруза имеет стратегическое значение. В условиях орошения средняя урожайность кукурузы достигает 7 - 8 тонн с гектара, а в передовых хозяйствах возможно получать до 14 -16 тонн. Производимое зерно востребовано на внутреннем рынке для животноводства, комбикормового производства и пищевой промышленности», - отметил аким области.Реализация данных проектов придаст новый импульс развитию агропромышленного комплекса региона и позволит вывести отрасль на новый уровень. Kazakhstan’s Agricultural Exports to China Rise by 82.4% 21.05.2026
Vice Minister of Agriculture of Kazakhstan, Yermek Kenzhekhanuly, held a meeting with Liu Huanxin, Head of China’s National Food and Strategic Reserves Administration (NAFRA).During the talks, the parties discussed the current state and future prospects of bilateral cooperation, the expansion of agricultural trade, the implementation of investment projects, and the strengthening of food security.Yermek Kenzhekhanuly emphasized that China remains one of Kazakhstan’s key strategic partners in the agricultural sector.At the end of 2025, bilateral agricultural trade between the two countries increased by 36.8% and reached USD 1.97 billion. In January–March 2026, the figure grew by 61.7%, reaching USD 697 million.Kazakhstan’s agricultural exports to China increased by 35.3% in 2025, totaling USD 1.43 billion. The main export items included animal feed, vegetable oils, flax and sunflower seeds, and rapeseed oil. During the first three months of the current year, exports rose by 82.4%, reaching USD 550 million.Currently, Kazakhstan and China have signed protocols covering the export of 34 types of agricultural products, including 21 categories of crop products and 13 categories of livestock products. A total of 3,601 enterprises have been included in the register of companies authorized to export to China.For his part, Liu Huanxin highlighted the strong potential for agricultural cooperation between the two countries and confirmed China’s interest in stable supplies of high-quality products.“Your country is an important partner for China in ensuring food security and developing sustainable agricultural supply chains. We are ready to further strengthen practical cooperation, expand trade, and support joint projects in grain trade, logistics, and processing,” the head of NAFRA emphasized.Particular attention during the meeting was given to the prospects of concluding long-term contracts for the supply of grain and oilseed crops, creating logistics hubs and dry ports, as well as exchanging technologies for the storage and processing of agricultural products.Another topic of discussion was the development of digital tools for grain trading. The Kazakh side expressed interest in studying China’s experience in implementing a digital grain trading platform.Following the meeting, the parties agreed to establish a joint Chinese-Kazakh grain trading platform. As of April 1, 2026, the population of the Abai Region amounted to 594.3 thousand people, including 374.2 thousand urban residents (63%) and 220.1 thousand rural residents (37%). Compared to the beginning of 2026, the population decreased by 1.4 thousand people, or 0.2%.Natural Population ChangeOverall, in the Abai Region, the natural population increase for January–March 2026 amounted to 553 people, which is 19.2% lower compared to January–March 2025 (684 people). The overall rate of natural increase was 3.78 per 1000 population.According to civil registration records provided by the civil registry offices, the number of births for January–March 2026 totaled 1797, which is 6.7% lower than during the corresponding period of 2025 (1926 births). The crude birth rate amounted to 12.29 births per 1000 population.During the reporting period, the number of deaths totaled 1,244 people, which is 0.2% higher than in January–March 2025 (1242 deaths). The crude death rate amounted to 8.51 deaths per 1000 population.In January–March 2026, 9 deaths of infants under one year of age were registered in the region, which is 40% lower compared to the corresponding period of 2025 (15 infant deaths). The infant mortality rate amounted to 5.01 per 1000 live births.Population MigrationAccording to data provided by the migration service authorities, in January–March 2026 the number of people arriving in the region amounted to 3,940, while the number of people leaving the region totaled 5893. As a result of external and internal migration, the migration decrease amounted to 1,953 people.The main external migration exchange occurred with CIS countries. The number of arrivals from CIS countries amounted to 39 people, or 65% of the total number of migrants, while the number of departures amounted to 179 people, or 84.23%. The majority of arrivals and departures involved the Russian Federation.Migration with non-CIS countries resulted in a positive balance: 21 people arrived in the region, while 3 people left.
