The volume of investments in tourism in Kazakhstan increased by 20.3% 15.02.2025
In 2024, the volume of investments in fixed assets in the tourism sector in our country amounted to 947.5 billion tenge. This is 20.3% more than in 2023 (787.3 billion tenge). Architecture, urban planning and construction catalog: rules for inclusion and methods of use 15.02.2025
Today, the regulatory framework for construction quality in Kazakhstan is the Construction Norms and Rules (KNR) and GOST. Previously, prices and commercial offers for construction projects for material resources and engineering equipment were partially set, and their prices did not always correspond to the market. This has repeatedly led to an increase in the cost of construction. In order to avoid this problem, as well as to save budget funds and minimize the use of price lists financed by state investments, quasi-public sector entities and public-private partnership (concession), when making design decisions (when forming the characteristics of equipment, products and materials) for the construction of facilities envisaged, it is necessary to use the nomenclature of material resources and engineering equipment "List of building structures, products and building materials" in accordance with the Architectural, Urban Planning and Construction Catalog (AGSK-3). For example, in July 2022, the normative technical document of the Republic of Kazakhstan No. 1.02.03-2022 "Procedure for the development, coordination and approval of design and estimate documentation for construction" came into force, which provides for the inclusion of price lists in the GSC, which provides for the prevention of increasing the estimated prices of construction materials through price lists. The norm for the exclusion of use is indicated. It should be noted that AGSK-3 recommends adding a reference book, providing the necessary material resources, equipment, furniture and accessories that are not in the estimate-normative base, and relevant price and technical information (catalogs with detailed technical specifications, certificates of conformity, certificates of origin of goods (ST KZ), test reports).It is important to know that the estimated cost of resources is determined by a set of estimated prices. If the collections do not contain an estimated cost of the required item, then its cost should be determined at the lowest price, based on the estimated prices of such resources in accordance with the approved decisions of the Customer, that is, using information on the prices of resources, taking into account the technical parameters and characteristics adopted in the project. If the price of individual resources and equipment according to price lists or commercial offers is lower than in the reference, the Customer has the right to make a decision to revise the prices of materials included in the reference, recalculating the estimated cost of construction in the process of conducting a comprehensive external examination in order to effectively use financial resources. Recalculation of the estimated cost is carried out by the design organization that developed the project on the instructions of the Customer. The requirements of paragraph 5.13 of the RK Construction Code are established only for material resources and engineering equipment. Today, the use of price lists and commercial offers is applicable only to technological equipment. It is worth noting that the use of AGSK-3 when developing estimate documentation is one of the stages of introducing an automated method of checking estimate documentation. As part of the digitalization of the construction industry, work is underway to combine all local estimates into a single digital estimate with automatic verification during project appraisal. The Ministry of Emergency Situations of Kazakhstan is conducting fire prevention work on an ongoing basis. This work is carried out throughout the year, and during the heating season, the vector of this work is directed to the housing sector. More than 100 thousand houses of socially vulnerable groups of the population, which are inspected for fire safety before the start of the heating season and are re-examined during regular yard inspections, are under special control. The identified non-compliance with fire safety requirements is necessarily communicated to the population. The main violations identified during the inspection are violations of the rules for the installation and operation of furnace equipment and electrical networks and devices: cracks in furnaces and chimneys, lack of a metal layer in front of the furnace, lack of fire barriers from combustible structures, overloading of electrical networks, damage to the insulation of electrical wires, etc. Eliminating these violations often does not require large expenditures. In cooperation with local executive bodies and volunteers, more than 32 thousand odorous gas, natural gas and smoke detectors have been installed in the homes of socially vulnerable groups of the population (since June 2024). Despite the measures taken everywhere, 760 fires were registered in the country in January, 580 of which were due to violations of requirements during the installation and operation of stoves and electrical systems. The annual winter census was attended by representatives of the Zhetysu Regional Forestry and Wildlife Territorial Inspectorate, the Okhotzooprom State Enterprise, the Institute of Zoology, and the Association for the Conservation of Biodiversity in Kazakhstan. The work was carried out on a clear, windless day by seven teams of twenty enumerators.As a result of two days of work, it was determined that about 5.5 thousand gazelles and about 190 argali live in the territory of the national park. And the number of kulans in Altyn-Emel amounted to 3.6 heads. It should be noted that this is the largest kulan population in Kazakhstan. Akim of Ust-Kamenogorsk Almat Akishov congratulated home front worker Anna Vasilyevna Andreeva on her 100th birthday.  The mayor of the city expressed gratitude to the anniversary for her invaluable contribution to the development and strengthening of the historical foundations of our country. Anna Vasilyevna was born on February 10, 1925 in the village of Chadyrka, Altai Krai. She spent her childhood and youth in the village of Pospelikha, Zhanaosibirsk Oblast. She began her career at the age of 17, working as a security guard at a tractor factory.   Her life is closely connected with the history of our country. Her husband went to the front during World War II and returned safely. However, he passed away in 1992. Since 1960, the family has lived in the city of Serebryansk. She worked as a floor cleaner and raised three children. On June 15, 1973, she was awarded the title of "Communist Hero of Labor".  Anna Vasilyevna has lived in Ust-Kamenogorsk since 1998.
