On November 7, 2024, under the chairmanship of Vice Minister of Justice B.Sh. Zhakselekova, a meeting was held with representatives of government agencies and the civil sector to discuss Alternative Reports No. 2 and No. 8 prepared by a Coalition of non-governmental Organizations of the Republic of Kazakhstan, the topics of which touch on fundamental issues such as the right to life, the right to freedom and personal integrity, freedom from torture and other types of ill-treatment and punishment, the rights of prisoners, the right to a fair trial.
The Universal Periodic Review (UPR) is a unique mechanism for reviewing human rights information in all 193 UN Member States, which is carried out every four years. The UPR is part of the structure of the Human Rights Council and provides an opportunity for each country to inform about the measures it has taken to improve the human rights situation, as well as to fulfill its obligations in this area.
As you know, the third cycle of Kazakhstan's protection under the UPR took place in 2019, following which 245 recommendations from the participating countries of the UN Human Rights Council were received. Of these, 16 recommendations are aimed at the complete abolition of the death penalty, 8 recommendations related to the elimination of torture and ill-treatment of prisoners, ensuring timely, transparent and comprehensive investigations of reports of cases of torture and bringing perpetrators to justice, 5 recommendations are aimed at reforming the judicial and law enforcement system, ensuring the independence of the judiciary, and the right to a fair trial the trial is for everyone.
Under the coordination of the Deputy Director of the NGO "Kazakhstan International Bureau for Human Rights" Akylbekova Rosa Maksatbekovna, 4 experts of the NGO Coalition of the Republic of Kazakhstan, Gusakov Yu.A., Toregozhina B.A., Mukha A.V., Solodova A.I., who directly participated in the development of alternative reports, spoke.
In addition, the announced speaker from the NGO "Kazakhstan Center for Public Monitoring of International Treaties" Moiseenko Galina Viktorovna presented an analysis of alternative reports.
Following the meeting, the participants expressed their readiness for further fruitful cooperation to strengthen the protection of universal human rights, including continuing discussion of the remaining five alternative reports of the NGO Coalition of the Republic of Kazakhstan.
