Deputy Prime Minister of the Republic of Kazakhstan Tamara Duissenova visited a number of social facilities during a working trip to the Karaganda region. Together with the governor of the region, Ermaganbet Bulekpayev, meetings were held on the development of education and healthcare in the light of the tasks set by the President of the country.
During a visit to the Shanyrak nursery school, the Deputy Prime Minister was presented with the SabiDamu platform, which will help parents in the development and upbringing of children. The main functions are early development screening and self–diagnosis.
"We are developing a new platform. It is intended for parents whose children do not attend kindergartens for some reason. They will be told how to develop a child at home. Parents will be able to take tests to identify possible problematic sides. Specialists will help to correct them: speech therapists, speech pathologists, psychologists," said Farida Aksholakova, head of the Orleu company.
The platform has educational cartoons in Kazakh and Russian, and various tasks. The process of preparing for school in an online format will be automated.
At a meeting with the heads of private and public preschool institutions, a pilot project on the introduction of voucher financing was presented. His principle is that the money goes to the child. This innovative system is aimed at increasing transparency and efficiency in the use of funds, as well as stimulating competition between kindergartens. Zhanar Ospanova, a participant in the pilot, head of kindergarten No. 9 in Taraza, told about the experience of implementing the system.
"The introduction of the voucher method did not affect the financial situation of the preschool organization. On the contrary, more than 100 more children came to kindergarten. According to this method, parents choose the kindergarten themselves. Thus, competition and motivation to improve conditions appear among institutions," Zhanar Ospanova noted.
At the meeting, Tamara Duissenova raised the issue of continuity in education, stressed the need to synchronize the educational programs of preschool institutions and primary schools so that children can go to school without stress and adapt to the learning process. An important role is played by the individual child's card, which must be kept from an early age and then transferred to primary school.
And at a meeting with school leaders, they discussed solving problems to improve the quality of education. The project of creating support schools, which is implemented by the Foundation for Sustainable Development of Education together with the Kazakhstan Khalkyna Foundation, shows its effectiveness. There are 10 schools in the Karaganda region, and one more is planned. The goal is to provide rural children with the same educational opportunities as in cities.
The Head of State declared 2025 the Year of Working Professions. A pilot project of the Besaspap business incubator was presented at the Karaganda Technical and Construction College. Students, together with masters of industrial training, will provide four types of services to the public: plumbing, carpentry, furniture, and electrical services. The initiative promotes the commercialization of the Zhas Maman project.
The college also pays attention to inclusive education. A Handicraft Center has been created for students with special needs, where they can gain skills that will be useful in life. The Deputy Prime Minister positively assessed the work in this direction.
At a meeting with the heads of colleges, they talked about the need to transform technical and vocational education in order to train workers in demand on the labor market.
Tamara Duissenova also checked how the pharmaceutical labeling system is implemented in the region at different levels. This allows you to track the path of the drug from the manufacturer to the consumer, which helps to prevent the appearance of counterfeit products and violations in the supply chain.
The Deputy Prime Minister visited the Karaganda Pharmaceutical Plant, which produces 16 types of medicines. Within the framework of the republican pilot project, the labeling of drugs has been practiced at the enterprise for two years. This is a big plus for legal manufacturers, says Sergey Baron, General Director of Karaganda Pharmaceutical Complex LLP.
Tamara Duissenova also visited a large pharmacy warehouse and saw how the system works in the pharmacy at the polyclinic.
"The Head of State has given instructions to improve the quality of education and medical care. Certain work is being carried out in the Karaganda region and there are results. We discussed what else needs to be worked on. In the field of healthcare, the development of telemedicine is one of the important directions. This will develop not only in the Karaganda region, but in the whole country," Tamara Duisenova summed up.
