Samat Aybek Tolegenovich was born on November 16, 1987 in the village of Aksuat, Aksuat district, Semipalatinsk region. In 2008, he graduated from Shakarim Semipalatinsk State University, majoring in State and Local Government.

He began his career in 2009 as an assistant specialist at the state institution "Department of Internal Policy of the city of Semey" East Kazakhstan region". From 2010 to 2012, he was an operator of computer equipment at the state institution "Office of Akim of Semey city of East Kazakhstan region". From 2012 to 2013 – Chief specialist of the state institution "Department of Internal Policy of Semey, East Kazakhstan region".
From 2013 to 2015, he was an assistant to the akim of Semey city of the state institution "Office of the Akim of Semey city of East Kazakhstan region". From 2015 to 2016, he was the head of the information and propaganda sector of the state institution "Department of Internal Policy of Semey city of East Kazakhstan region". From 2016 to 2020 – Deputy head of the state institution "Department of Internal Policy of Semey city of East Kazakhstan region".
From 2020 to 2021 – Head of the department of the state institution "Department of Internal Policy of Semey city of East Kazakhstan region". From April to August 2022 – Head of the Department of the Secretariat of the Assembly of the People of Kazakhstan of the East Kazakhstan region and monitoring of interethnic relations of the Department of Internal Policy of the East Kazakhstan region.
From 2022 to 2023 – Chief inspector of the organizational and inspection state institution "Office of Akim of Semey city of East Kazakhstan region". From June to September 2023 – Deputy Head of the Department for the Coordination of Employment and Social Programs of the Abai region. From 2023 to 2024, he was the head of the organizational and control and inspection department of the office of the akim of the Abai region.
