At the meeting of the Government, chaired by Deputy Prime Minister and Minister of National Economy Nurlan Baibazarov, the progress of implementing the State Decree concerning the liberalization of the Kazakhstan economy was reviewed. The meeting was attended by leaders of central governmental agencies, as well as representatives from the Samruk-Kazyna Fund.
Out of the 36 initiatives outlined in the decree, 24 are slated for completion this year. Specifically, the Ministry of National Economy has instituted a moratorium on the establishment of entities within the quasi-state sector, revised the procedure for the composition of the boards of directors of the Samruk-Kazyna Fund, updated its Corporate Governance Code, and imposed a ban on the procurement of state financing from the National Fund on non-market conditions for quasi-state sector entities.
The Agency for the Protection and Development of Competition has adopted a new format for the list of permitted activities for entities within the quasi-state sector. This initiative aims to facilitate the effective operation of commodity markets, foster competition, and incentivize businesses to grow and expand.
Nurlan Baibazarov underscored the critical importance of strict adherence to all directives set forth in the Presidential Decree during the meeting.
"The timely and effective implementation of liberalization measures will fundamentally reduce the share of the state sector in the economy, ensure the protection of free competition, and eliminate barriers to business development," emphasized the Deputy Prime Minister.
Following the meeting, Nurlan Baibazarov instructed the relevant government agencies to ensure a comprehensive examination of the proposed measures.
