During the latest meeting, current member Darment Sadvakassov was elected as the Chair of the Public Council of the Ministry of National Economy. Almas Chukin, who previously held this position, resigned from his duties on September 6, 2024. The new composition of the council consists of 15 members.
Additionally, the meeting addressed issues related to enhancing the methodological framework of the privatization process and the progress of the "Tariff in Exchange for Investments" program.
Zhadira Temirbaeva, the Director of the Department of State Asset Management Policy at the Ministry of National Economy, highlighted that a significant challenge in state asset management is improving the methodological framework for the privatization process.
"The state should not compete with the private sector; in light of this, conceptual approaches for the state's involvement in entrepreneurial activities have been established within the framework of economic liberalization. Additionally, a National Privatization Office has been created, tasked with compiling a list of state assets slated for privatization," she stated.
The Deputy Chair of the Committee for Regulation of Natural Monopolies at the Ministry of National Economy, Miras Zeripbayev, elaborated on the progress of the "Tariff in Exchange for Investments" program, which has been implemented since 2023 by the Ministry of National Economy in collaboration with sectoral government agencies and Akim`s offices.
"The program aims to revitalize communal infrastructure by incentivizing new investments in the sector. The implementation of the new tariff policy will continue until 2029. "We are taking all necessary measures to prevent a sharp increase in tariffs for end consumers," emphasized Zeripbayev.
In 2023, 267 billion tenge in investments were attracted, 5,800 kilometers of engineering networks were repaired, and the wear of the networks was reduced by 3.2%. For 2024, it is anticipated that approximately 336.3 billion tenge will be attracted for the modernization of 6.5 kilometers of engineering networks, which will further reduce the wear level by an additional 3%.
