Riakhanov Shyngys Nurtasovich was born on December 25, 1979 in the village of Karauyl in the Abai district of Semipalatinsk region. He graduated from the East Kazakhstan State University in Ust-Kamenogorsk with a degree in Applied Mathematics and Computer Science, Karaganda State Technical University with a degree in Production of building materials, products and structures. Graduate student of the University of Michigan in the Bolashak program, Master of Technical Sciences.

He started his career as a trainee teacher at the Department of Mathematical Modeling and Computer Technology of the East Kazakhstan State University. From 2001 to 2002, he was a leading specialist in the organizational department of the Agency of the Republic of Kazakhstan for the Protection of State Secrets. From 2002 to 2003, he was a referent of the Information Security Sector of the Department for the Protection of State Secrets of the Office of the Prime Minister of the Republic of Kazakhstan. From 2009 to 2010 - Director of the Department of Business Projects of JSC NC SEC Saryarka. From 2010 to 2011 - Managing Director of AEO "Nazarbayev Intellectual Schools". From 2011 to 2017 - Deputy Director, Director of the Private Institution "Directorate of Nazarbayev Intellectual Schools under Construction". From 2018 to June 11, 2024, he worked in the business sector.
