In Turkestan region, issues of unification of projects "Aul Amanati" and "Aul - El Besigi" discussed
14.02.2025 23:46:04 495On February 5, a meeting was held in the city of Turkestan on new approaches to rural development, including the issue of unifying two large-scale projects - "Aul Amanat" and "Aul - El Besighin".
The event was held as part of a working visit to the region chaired by Deputy Prime Minister of the Republic of Kazakhstan K. Bozumbayev. During the visit, a delegation consisting of representatives of central government bodies, regional akimats and entrepreneurs visited the "Turkestan" SEC industrial park and got acquainted with the products of the "Aul Amanat" project and the experience of building a small industrial zone.
During the meeting, Vice Minister of National Economy Bauyrzhan Omarbekov made a report, spoke about the work done under the "Aul - El Besighin" and "Aul Amanat" projects, and proposed new approaches to the integrated development of rural areas.
In recent years, the state has invested significant resources in rural development. 701 billion tenge was allocated for the development of rural infrastructure within the framework of the "Aul - El Besighin" project. Thanks to this, 6.6 thousand projects were implemented in 2.6 thousand villages (including 774 projects in the field of housing and communal services, more than 2 thousand social infrastructure projects and 3.8 thousand transport infrastructure projects).
Also, within the framework of the "Aul Amanaty" project, 17 thousand soft microloans were provided for an amount of more than 100 billion tenge. This allowed creating more than 17 thousand jobs, 400 agricultural cooperatives, 337 of which were financed for 7.1 billion tenge.
In this regard, Bauyrzhan Omarbekov noted that the consolidation of projects will allow to synchronize their implementation, strengthen infrastructure support, use funds more efficiently, and ensure the integrated development of rural areas.
The screening system, which determines the priority areas and development potential of each settlement, plays an important role in this process. For example, if livestock farming is developed in the region, the main focus will be on supporting and developing meat and dairy production, including product processing, creating cooperatives and logistics centers.
If the village has preserved the tradition of gardening and vegetable growing, priority will be given to developing agricultural cooperation, processing products (juice, jam, jam, preserves, etc.), creating greenhouses, and logistics. Thus, screening will not only identify villages in need of support, but also allow each village to develop an independent development strategy so that the investment is most effective.
In addition, the criteria for assessing the development of rural settlements will be revised, increasing the share of the economic factor. This will allow other villages to be covered by the program.
It is also necessary to reconsider the reallocation of funds within the framework of the "Auyl Amanaty" project. Priority will be given to projects that provide for the creation of cooperatives, processing, and the development of non-agricultural activities that ensure the entire production cycle from cultivation to sale.
The plan includes the introduction of new tools of state support, such as training entrepreneurs, creating small industrial zones, providing engineering infrastructure for "Aul Amanaty" facilities, developing cooperation, supporting processing and creating a logistics supply chain.
"As a result of the measures taken, new jobs will be created, infrastructure will be modernized, local employment and entrepreneurial activity will increase, as well as state support will be strengthened. This will create additional opportunities for the sustainable development of villages," the vice minister said.
It is planned to implement new mechanisms and methods of integrating projects in the Turkestan region as part of a pilot project. It will subsequently be expanded to other regions.
