Partnership between the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan and "U-FUTURE" LLP has ended
The Ministry of Science and Higher Education of the Republic of Kazakhstan, the Ministry of Education and Science of the Republic of Kazakhstan and "U-FUTURE" LLP have ended.
The PPP agreement was terminated on January 17, 2025 by mutual agreement of the two parties in accordance with clause 22.4.2 of the PPP agreement and paragraph 1 of Article 49 of the Law of the Republic of Kazakhstan "On Public-Private Partnership". All partnership goals were fully implemented, and cooperation was recognized as successful.
The Minister of Science and Higher Education of the Republic of Kazakhstan, Sayasat Nurbek, noted the importance of the work done.
The partnership with U-FUTURE LLP played an important role in transferring a number of state tests in the field of education to an electronic format, including the Unified National Testing (UNT), Teacher Knowledge Assessment (PBB), entrance exams for doctoral and master's degrees, and other tests. Since 2019, comprehensive work has been carried out on the digitization of state educational tests. This has made it possible to make the examination processes open to everyone, technologically convenient, and improve them.
Today, Kazakhstan is a leader in the digitization of state educational tests among the CIS countries and Central Asia, as there is no alternative in this region to automate such a large-scale and mass examination process. The introduction of modern technologies will not only improve the quality and accessibility of state educational tests, but also correspond to the country's digital transformation strategy.
I would like to express my gratitude to U-FUTURE LLP and its shareholder Bakharidin Ablazimov for their fruitful cooperation and contribution to the development of educational infrastructure, as well as for the gratuitous provision of equipment that will allow further conducting state testing in the field of education in electronic format," the minister said.
After the partnership ended, within the framework of the PPP agreement, U-FUTURE LLP shareholder Bakharidin Ablazimov decided to transfer to the state ownership the equipment and software of UStudy test centers with a total estimated cost of 1.1 billion tenge. Thanks to this, a modern network of 45 regional testing centers for 6,300 workplaces was created in the country. Their equipment includes 5,300 computers provided by UStudy, as well as 1,000 pieces of equipment previously purchased under the World Bank program.
