The first contracts for public procurement under the new simplified rules that came into force in Kazakhstan on January 1, 2025 have been concluded. Their adoption will allow for the rapid launch of projects, including socially significant ones, and reduce the risk of their price increases. The winners will mainly be local companies, which is considered to be support for the business and economy of the regions.
On July 1, 2024, the Head of State signed the new Law "On Public Procurement", aimed at simplifying procedures and eliminating bureaucracy. New Rules were adopted within the framework of the law, which include the maximum reduction of the period for implementing public procurement.
For example, the discussion of relevant documentation for procurement conducted by competitive means was reduced from 5 days to 2 working days, the acceptance of applications - from 15 days to 5 working days, and the consideration and summary of applications - from 10 days to 3 working days. Thus, the winner of competitions and auctions is determined within a maximum of 10 working days.
The winners of the procurement through the competition using the rating-point system (an automated procurement method, the winner is determined by the web portal) are determined within 5 working days (previously 29 working days) based on the accumulated points. They are awarded for work experience, the presence of regular tax deductions, the absence of delays, etc.
The procurement period by the request for quotation method has been reduced from 5 to 2 days.
Conditional discounts for local suppliers have also been increased from 1% to 2%.
The competition for the construction of a children's and youth sports school in the village of Zerendy, Akmola region, was one of the first in the country to be held under the new rules. It was announced on January 8 of this year, the results were announced within 6 working days, and on January 16, the developer began work.
“The cost of the project exceeds 2 billion tenge. The contractor was selected according to the new state procurement using the rating-point system, which significantly shortened the competition period. This allowed us to start construction on January 16. The project will be completed by the end of the year and the facility will be put into operation. We will also pay attention to local developers who will receive additional points in the system, which will encourage their participation,” said Azamat Baikuanyshev, Acting Head of the Department of Construction, Architecture and Urban Planning of the Akmola region.
The sports school building will consist of two blocks connected by a walkway. A gym, hockey rink and other training grounds will operate here. It is planned to purchase 90% of construction materials from local production. The total capacity of the rural sports school is 78 people per shift.
According to the new rules, a competition was held for the construction of a water pipeline in the village of Zhalyn, West Kazakhstan region, with a population of 330 people. Thanks to the simplified system, the procurement procedure was carried out in six days, which allowed the local developer to quickly get to work. The cost of the project is more than 785 million tenge. The construction of the water pipeline will provide villagers with high-quality drinking water.
In addition, the construction of a new generation development center has begun in the city of Saryagash, Turkestan region. The cost of the project is more than 2.7 billion tenge. The contractor was one of the local companies selected using a rating-point system within 8 working days.
The procurement procedure for the construction of multi-storey residential buildings in the Bozaryk microdistrict of Shymkent city was carried out within 7 working days. The cost of the project is more than 4.9 billion tenge.
The procurement procedure for the construction of a school at the Mynadyr station in the Ulytau region was carried out within 5 working days, the contractor was a local company. The construction of a new school will solve the problem of a shortage of student places. The currently operating school is full, and there is no gym. The classrooms of the new two-story school, designed for 80 places, will be equipped with modern equipment to ensure a high-quality educational process.
In accordance with the new rules, as of February 10 of this year, 282,703 contracts were concluded in Kazakhstan for the amount of 951.38 billion tenge. For comparison: in the corresponding period of last year, 165,558 contracts were concluded for 223.2 billion tenge.
The number of complaints filed decreased by more than 22% compared to last year: from 1,700 to 1,320.
