As part of the implementation of the instructions of the Head of State, explanatory work is constantly underway to increase the legal literacy of the population. This is reported by the official website of the capital's akimat with reference to the press service of the Ministry of Justice.
For example, in 2024, the campaigns "People's Lawyer", "Justice Advises", "Open Door Day", "Days of Free Legal Aid" were launched. Last year, 1,310 consultative and explanatory events were held in all regions of the republic, covering a total of more than 100,000 people.
In order to increase the legal literacy of residents of rural settlements, about 2,000 "Law Offices" were opened, which operate in the buildings of district and rural clubs, recreation centers, etc. on the basis of "Egov" corners. The offices are fully equipped with access to the "Adilet" ADL, the "Zan" DB for familiarization with current regulatory legal acts, as well as access to information systems (e-otinish, the "Open NKA" portal, etc.).
"Every digital reform is a step towards more accessible justice, especially for people in remote regions where access to legal aid is limited," said the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
The unified information system of legal aid "E-ZanKomegi" has been launched through the website Эup.kz. for providing and receiving legal services online, and the "Zan Komegi" mobile application is also available, where citizens can get answers to legal questions of interest via video call. More than 472 thousand citizens received qualified legal assistance through more than 2,000 lawyers and legal advisors in the “Zan Komegi” system.
In addition, the unified notarial information system “E-notariat” operates, which allows issuing all types of powers of attorney and marital agreements, except for powers of attorney related to property management, online via video call. This service was used by 176 thousand citizens.
In addition, in order to prevent illegal actions, biometric identification of clients is used, a QR-signature service is used when signing applications, and the results of the service are available 24/7 in the EgovMobile “Digital Documents” service. Thus, through this service, citizens of Kazakhstan were able to legally formalize about 168 thousand powers of attorney and 67.5 thousand marital agreements without visiting a notary.
Another important achievement is the introduction of the “Board of Justice Robot”. For example, in the event of non-payment of administrative fines up to 20 MCI, the authorized body transfers the data to the Robot bailiff, which initiates the proceedings without the participation of a private bailiff. After the case is initiated, citizens will receive an SMS message and a push notification on EGov Mobile from 1414 with detailed information about the case, thereby exempting citizens from paying an additional 25% of the fine and visiting the bailiff, since all actions are carried out online.
Since the launch of the digital bailiff, more than 109 thousand enforcement cases have been initiated for the amount of 2.2 billion tenge. The amount saved in favor of citizens is 550 million tenge. tenge.
In 2025, it is planned to improve the work of justice bodies in order to make people's lives easier and more convenient in the digital era, as well as save time and money.
