The Minister of Emergency Situations of the Republic of Kazakhstan, Major General Chingiz Arinov, spoke at the Republican Council on Anti-Flood Measures, held in the North Kazakhstan region under the chairmanship of the Prime Minister of the Republic of Kazakhstan Olzhas Bektenov. In his speech, the head of the department spoke in detail about the measures being taken to reduce the risk of flooding and preparations for the flood season.
Chingiz Arinov noted that the prevention system has significantly improved based on the conclusions drawn after last year's floods. This year, there are 1,223 settlements in the flood-prone zone. 576 kilometers of protective embankments and embankments have been built to protect them. 822 kilometers of drainage systems, canals and ditches have been repaired and built. 960 water-passage structures have been installed and replaced on road and railway routes, as well as river banks in dangerous areas have been strengthened and channels have been deepened.
"Prevention measures have not been fully completed in all regions, which poses a significant threat to individual settlements. This situation was revealed during joint inspections with the Government apparatus. Control over the implementation of general anti-flood measures is carried out by the Emergency Situations Prevention Committee. "We will take appropriate measures, even to the point of bringing akims to administrative responsibility," the minister noted.
As part of preparations for the flood season, the "Spring-2025" republican command and staff exercise was held. During it, measures to strengthen dams, prepare inert materials, as well as mechanisms for informing and evacuating the population were tested. The exercise was held in the western and southern regions of Kazakhstan, and similar events are planned for other regions in March. In addition, an algorithm of actions to eliminate floods was worked out with state bodies and akimats.
A group of more than 37 thousand people, more than 13 thousand pieces of equipment and tools was formed to respond to the flood. More than 3.5 thousand points have been prepared to receive the victims. Rescue aviation and operational groups are in readiness, which will ensure coordination and transmission of information in real time.
According to Kazhydromet, a high risk of flooding is expected in nine regions of the country. In this regard, akimats and state bodies were instructed to take measures to remove snow in a timely manner, carry out blasting work on rivers to prevent ice jams, and strengthen dams and water protection facilities.
All forces and equipment are ready, and in case of danger, they will be promptly mobilized to conduct emergency rescue operations and evacuate the population, the head of the Ministry of Emergency Situations said.
