The main goal of the draft new Water Code is to achieve and maintain a safe level of water use, which allows developing the economy, improving the living conditions of citizens and preserving the environment.
The new Water Code focuses on adaptation to climate change and the introduction of water conservation principles.
The document more carefully regulates the powers of state and local executive bodies, as well as local representative bodies, to improve coordination in water resources management.
The National Water Resources Information System is designed to ensure monitoring and recording of data on the state of water bodies.
New mechanisms for planning the protection and use of water resources will allow taking into account the peculiarities of each region.
Special attention is paid to the protection of small reservoirs and wetlands.
The concept of "ecological runoff" is introduced – the minimum allowable water level for maintaining ecosystems of water bodies, which protects them from drying out and other negative consequences.
The issues of water supply and sanitation in settlements, as well as the safety of hydraulic structures are included.
Strict water use standards are established for agriculture and industry.
Measures for the protection of water bodies are being significantly expanded, and the regulation of water use is being improved.
