At an expanded meeting of the Committee on Agrarian Issues on the topic "On problematic issues of storage and sale of the current year's harvest and the Government's plans to address them," Minister of Agriculture Aidarbek Saparov said that the department is working on the organization of direct purchase of grain of the new crop with prioritization of purchases from small farms.
"It is planned to allocate 10 billion tenge from the Government's reserve. This measure will help stabilize the market and purchase 155 thousand tons of grain at market value. For a larger-scale purchase of about 1 million tons, additional financing in the amount of 75 billion tenge is required," the minister said.
During a period of declining domestic grain prices, the Food Corporation helps farmers sell grain at a cost-effective price by conducting interventional purchases, thereby minimizing farmers' losses. During the period of high prices, the state operator sells grain to flour mills, livestock, poultry farms at prices below market, thereby restraining the growth of prices for final products.
Thus, as part of its activities, the Food Corporation provides systematic support to the market by providing forward contracts and commodity loans, selling cheaper wheat to flour mills, livestock and poultry farms.
This mechanism has a multiplier effect on the economy, stimulating the development of agriculture, as well as a targeted social effect in the form of price stabilization for socially significant food products.
Measures have been taken to ensure uninterrupted grain exports: about 11.8 thousand units of grain carriers and 16 thousand units of covered wagons are involved in grain transportation.
In general, over the 10 months of this year, KTZ transported 7.9 million tons of grain cargo, of which 1.9 million tons were exported according to internal reports and 6 million tons were exported.
We add that these issues require an integrated approach, and therefore, the Ministry is working with all interested parties to take effective measures.
