At a Government meeting chaired by Prime Minister Olzhas Bektenov, measures were considered to implement the President's instructions announced during the first Forum of Agricultural Workers, which was held in Astana on November 15 this year. Vice Minister of Agriculture Azat Sultanov reported on the development of the agro-industrial complex.
At the Forum of Agricultural Workers, Head of State Kassym-Jomart Tokayev set tasks for the modernization and strengthening of the agro-industrial complex. Among the key priorities are ensuring the availability of financing, the development of agricultural science, increasing the production of domestic seeds and fertilizers, and deepening the digitalization of the industry.
Special attention is paid to the issues of preferential financing of farmers and profitable sales of products. The Ministry of Agriculture and the Baiterek Holding have been instructed to form a pool of applications and, from December 1 this year, begin issuing loans for high-quality spring field and harvesting operations in 2025. Food corporations – to ensure the direct purchase of grain from farmers at reasonable prices.
An increase in the volume of concessional financing for the purchase of agricultural machinery was noted this year. Due to the lending mechanism, more than 2 thousand agricultural producers have updated their equipment fleet. The Head of Government drew attention to the fact that in order to achieve an annual figure of 8-10%, it is necessary not only to increase preferential leasing financing, but also to increase the level of localization of production at assembly plants. The corresponding task has been assigned to the Ministries of Industry and Construction, Agriculture and the Baiterek Holding.
By 2027, over 700 projects worth about 2.3 trillion tenge are planned to be implemented in the agricultural sector. The Prime Minister noted that this would make it possible to fulfill the President's instructions to bring the share of processing to 70%. The need for strict monitoring of the progress of these projects and their support until they reach full production capacity by the Ministry of Agriculture and the akims of the regions was noted.
Olzhas Bektenov stressed the importance of the development of agricultural science to increase competitiveness.
"The Head of State instructed to increase the volume of the domestic seed fund to 80% in 2028, including elite seeds – at least 15%. We have the necessary potential. Scientific institutes are already breeding seed varieties that significantly increase yields. We will continue to develop agricultural science with the introduction of the best world practices," the head of Government noted and instructed the Ministries of Agriculture, science and higher education to prepare system solutions.
Olzhas Bektenov also set the task of promptly completing the necessary procedures for the full functioning of the Institute of Horse Breeding, which is being created on the basis of the Aktobe branch of the National Agrarian Scientific and Educational Center, next year.
To increase yields, high-quality and affordable fertilizers are needed. The mechanism of advance subsidies for their purchase introduced this year allowed farmers to double the share of contributions to the fields. Olzhas Bektenov instructed the Ministries of Industry and Construction, agriculture to continue working to reduce the level of import dependence. In addition, it is important to expand the range of products, especially for the production of organic fertilizers.
The issues of digitalization and automation of processes in the agro-industrial complex, the development of infrastructure for storing agricultural products were also considered. To ensure transparency of accounting and control in agriculture, reliable forecasting of financial flows, the Ministries of Agriculture, Digital Development, Innovation and aerospace industry have been instructed to accelerate the implementation of the necessary electronic platforms. At the same time, in order to promote the products of domestic farmers to foreign markets, the Ministries of Agriculture, Transport, trade and integration need to develop a set of measures to strengthen the export potential of agriculture, including working out new transport and logistics directions.
The Prime Minister stressed that the upcoming Year of Working Professions can become a powerful incentive for the development of the agricultural sector and attracting the necessary specialists to the village.
"The Head of State notes the importance of popularizing the values of hard work and professionalism in society, the need to avoid dependent attitudes. We must support real heroes of labor, ordinary workers, representatives of labor dynasties, experienced workers in enterprises, in business and in the public sector. Large-scale work to support them should also be carried out in the information field, affecting all mass media and social networks. This is a task for the Ministry of Culture and Information, all government agencies and akimats," Olzhas Bektenov said.
