The draft laws "On Aquaculture" and the accompanying Law "On Amendments and additions to some legislative acts of the Republic of Kazakhstan on aquaculture" were discussed at the plenary session of the Mazhilis today.
The main goal of these initiatives is to ensure the sustainable development of aquaculture by creating and expanding production facilities, as well as increasing the volume of cultivation of competitive aquaculture facilities.
Vice Minister of Agriculture Amangali Berdalin noted that the new bills will solve problems, including creating conditions for the development of the export potential of aquaculture facilities and products of its processing, supporting the effective introduction of new technologies and processes in the field of aquaculture, as well as providing assistance to aquaculture entities to increase their competitiveness.
The project includes defining the rights and obligations of aquaculture entities, establishing conditions for fisheries management and conducting scientific research. It also provides for an assessment of the state of aquaculture development in order to analyze the effectiveness of government support measures and study economic, legal and environmental factors.
Within the framework of the draft law, it is planned to introduce an information monitoring system, the purpose of which will be data collection, maintaining a register of business entities and traceability of aquaculture facilities. Reservoirs are planned to be provided on a competitive basis through an electronic portal, which will ensure transparency in the process of resource allocation.
Competitive conditions are provided to support investors, including the non-competitive provision of reservoirs while meeting minimum investment requirements. Investors will be required to create production facilities and increase the volume of cultivation.
Additional government support measures include subsidies, concessional lending and scientific support. This will improve the competence of fish farmers and introduce innovative technologies.
State control in the field of aquaculture will also be established in order to ensure product safety and environmental protection. Control will be carried out in the form of inspections and preventive measures.
These measures are designed to facilitate the management of fisheries in Kazakhstan and create favorable conditions for the growth and prosperity of aquaculture, which in turn will have a positive impact on both the country's economy and the well-being of citizens.
