On November 21, 2024, the Republican command and staff exercise "Kys-2024" began in the country on the topic "Preparation of management bodies and forces of the state civil protection system for actions to prevent and eliminate emergencies in the winter period."
The exercise is conducted in order to increase the level of readiness and ability of the State Civil Protection System and the population to eliminate emergency situations in the winter period, to check the readiness of civil protection services and formations to respond to emergencies in the winter period.
The operational headquarters of the exercises is located in Kokshetau, Akmola region. The head of the exercise is Vice Minister of Emergency Situations of the Republic of Kazakhstan Nurpeisov E.S.
The first stage of the Kys-2024 RCSHU began at 08:00. At the signal "Dabyl-1001", the management bodies and forces of the State Civil Protection System, units and divisions of the Ministry of Emergency Situations, the National Guard of the Republic of Kazakhstan are on alert.
In the "Bolashak sarayy" of Kokshetau, a gathering of operational groups from government agencies, members of the republican headquarters of the exercises was held, to which the tasks were brought. The republican civil protection services and local executive bodies have been tasked with checking the readiness of their emergency rescue services and formations to work in difficult winter conditions.
Constant communication has been established with the republican civil protection services, commissions for the prevention and liquidation of emergency situations of the regions, the cities of Astana, Almaty and Shymkent to transmit further orders and control signals, requests for information and reports on the implementation of measures. Action plans for emergency response and setting tasks for subordinate forces to perform functional tasks in conditions of unfavorable development of the situation have been clarified.
At the second stage of the exercise, the control signal "Kargyn–2002", a storm warning and relevant introductory notes related to the topic of the exercise were brought to the control bodies. The algorithm of actions of management bodies was worked out when assessing the current situation and making decisions to eliminate the consequences of an emergency situation.
In addition, as part of the exercises, command and staff trainings are held in all regions of the country to work out actions to eliminate emergencies, practical actions with emergency rescue services and civil protection units.
