CONSTRUCTION OF A COTTON AGRO-INDUSTRIAL COMPLEX HAS BEGUN IN TURKESTAN

The foundation of the future regional cotton agro-industrial complex has been laid in the Turan special economic zone. Today, the head of the region Darkhan Satybaldy and the director of Turkestan Cotton Agroindustrial Complex LLP Xu Jie took part in the ceremony of laying the capsule of a multidisciplinary facility for deep processing of cotton and export of finished products.
In his speech, D. Satybaldy noted the social significance of this project and wished success in the implementation of a new initiative that will bring cotton farming to a new level.
The cost of the project, which will be implemented next year, is 146.8 billion tenge. As part of the full-cycle textile factory, 11 workshops will be built - spinning, fabric production, coloring, processing. More than 2,000 jobs will be created. The plan provides for the production of 13 thousand tons of yarn per year, 50 million meters of home textiles, 7 million sets of bed linen. Moreover, the production capacity will increase every year.
The construction of the production complex aimed at the development of the cotton cluster will be carried out by Xinjiang Lihua (Group) Co., LTD. She works directly with world-renowned brands such as Louis Vuitton and Gucci. In the future, sewing threads and fabrics made in Turkestan will be sold to these giant brands.
Turkestan region is the only region in the country where cotton is grown. Large-scale work is underway here to create a cotton and textile cluster. In addition to the sale of raw cotton, the region pays priority attention to the deep processing of fiber. Since the textile and clothing industry in Kazakhstan is still underdeveloped and competitive, the cost of raw cotton depends on the export market.
To solve the problems of the cotton sector, last year, on behalf of the akim of the region, the "Regional Roadmap for the development of cotton farming and support for the cotton and textile cluster until 2027" was approved. In accordance with the document, large-scale work will be carried out in four directions at once - diversification of crops, provision of seeds, introduction of new technologies, creation of a cotton cluster. By 2027, it is planned to create nine cotton clusters, which should eliminate dependence on cotton prices.
In the Turkestan region, 100 thousand hectares are sown with cotton annually and more than 300 thousand tons of products are harvested. In order to diversify crops, priority is given to increasing yields due to new technologies. This year, elite cotton varieties based on Chinese experience were sown on 2.5 hectares in the city of Arys, Zhetysai, Sauran and Ordabasi districts. This technology allows you to get 60-65 quintals of harvest per hectare, saving water, energy, labor and fertilizers. This is 2.5 times higher than the average for the region. According to the peasants, the result is amazing!
In 2023, the cotton processing plant project of Cotton Makta LLP was launched in Maktaaral district. The company is equipped with modern Chinese equipment. Last year, the plant received 40,000 tons of raw cotton.
In addition, two investment projects worth 223.5 billion tenge are being implemented in the region with the participation of investors from China and Uzbekistan.
Recall that the territory of the Turan special economic zone, created in 2018 in order to increase the investment potential of Turkestan, is 3987.39 hectares and consists of six subzones. To date, the investment portfolio of the SEZ "Turan" includes 129 projects worth more than 530 billion tenge. Of these, 28 projects worth 214.55 billion tenge have been implemented. Currently, 95 projects worth 353.87 billion tenge are being implemented.
In addition, 13 projects worth about 41 billion tenge were registered as participants in the industrial subzones of the SEZ "Turan". These are "BASPOLYMER" LLP, "Turan Zhol", "Gesso Tech", "QazEcoPack", "PSI Mineral Technologies", "KZT System Panel", "Exclusive Stroy Montazh", "TurkestanTemirBeton", "Kentau Red Star", "ALTYN DALA MAKTA", "Multidisciplinary Kentau Plant", "ER-QAN", "Sayat Technology". Six thousand permanent jobs have been created on their territory. When all projects are launched, 7,221 jobs will be created.
The release of 13 investment projects worth 175.72 billion tenge is also being worked out, the launch of which will create 2.5 thousand jobs.
The participants of the Turan FEZ are exempt from land and property taxes, import customs duties, corporate income tax, land rent, and value added tax.
