New Building Rules, City Regulations and the Procedure for inspecting construction sites have been approved in Almaty.

At the extraordinary XXVI session of the Maslikhat of Almaty, key documents aimed at regulating construction activities in the city were adopted — the Rules for the Development of the city's territories and the Urban Planning Regulations. These measures are aimed at creating a safe, sustainable and comfortable urban environment, preventing residential development and ensuring quality control of construction.
Thus, the Building Regulations establish clear parameters for the design and construction of new facilities, as well as the reconstruction of existing ones. The number of floors for construction between Abaya and al-Farabi Avenues has been fixed: buildings of all types must not exceed 9 floors and 35 meters. The exception is unique objects. Special emphasis is placed on the preservation of historical architectural heritage and compliance with environmental requirements during construction in mountainous areas.
The urban planning regulations will become the basis for the implementation of the Almaty Master Plan until 2040. The document includes measures for the zoning of territories, requirements for the placement of infrastructure facilities and parameters for the sustainable development of the urban environment. The regulation is aimed at improving the environmental situation and improving the quality of life of citizens, as well as simplifying and optimizing procedures for investors. Reducing administrative barriers and risks makes Almaty more attractive for business and stimulates the development of the construction industry. Thus, the introduction of new regulations is designed to reduce corruption risks and increase the transparency of urban planning processes.
During the session, the deputies also approved the Procedure for visiting construction sites to inspect construction and installation work for compliance with the requirements for the construction and reconstruction of load-bearing and (or) enclosing structures, according to which the facts of construction and installation work without permits, deviations from the approved design estimates and the absence of notifications about the start of construction and installation work. Thus, the Procedure will make it possible to stop illegal construction at its initial stage. At the same time, the absence of a duly notified interested party at the facility is not an obstacle to conducting an inspection, unlike the norms for conducting an unscheduled inspection. The architectural and construction control and supervision authorities will continue to conduct unscheduled inspections in accordance with the Business Code of the Republic of Kazakhstan. However, the innovation in detecting violations during the inspection at the next stage will allow for a prompt inspection to take action based on a letter from the district akimat.
In addition, the Maslikhat approved a minimum cost of 40 tenge per 1 m2 for the management of condominium facilities and maintenance of common property for 2025. Previously, the current tariff, established in 2010, was 25 tenge per 1 m2. However, over the past 14 years, economic conditions have changed significantly, including rising prices for building materials, higher wages for employees, and improved requirements for the quality of housing services. To calculate the new minimum tariff, an approved Methodology was used, which provides for annual adjustments to account for inflation. The deputies stressed that the updated minimum tariff will ensure proper maintenance of residential facilities, improve the quality of services provided and create comfortable conditions for residents of the metropolis.
At the same time, systematic work continues in Almaty to provide the population with the necessary medicines and medical products both in inpatient and outpatient settings. However, due to the lack of a financing mechanism from the national budget for the treatment of six types of oncological and orphan diseases, an increase in the number of patients, as well as the identification of new cases of diseases, it became necessary to provide additional medicines from the local budget. This applies to 5 types of drugs that patients were previously forced to purchase at their own expense. With this in mind, at the session, the deputies amended the decision of the Maslikhat, expanding the list of guaranteed free medical care. Now certain categories of citizens registered in Almaty will have access to free medical care.
