Minister of Education Gani Beisembayev noted at a meeting of the Ministry of Internal Affairs for the Prevention of Offenses that since 2013 the number of criminal offenses among minors in Kazakhstan has decreased by 55%. However, despite this, there are still problems related to crimes against minors. The statistics were influenced by the criminalization of beatings and minor injuries.
The Minister stressed that one of the main causes of juvenile delinquency is lack of control on the part of parents, as well as the negative impact of Internet resources. Over the past 5 years, the number of administrative offenses for improper performance of child–rearing duties has increased 3 times to 18.5 thousand cases in 11 months of 2024. There was also a 2–fold increase in the number of unaccompanied children outside their homes at night, from 59.5 thousand in 2019 to 107.5 thousand in 2024. In this regard, the Ministry of Education is actively implementing programs to prevent bullying and violence in schools, as well as strengthening psychological support for children through the opening of centers in the regions.
"The norms for the protection of children's rights have been strengthened by law, responsibility has been introduced for the facts of bullying (bullying) of a child, for failure to ensure the safety of children by their parents, children with deviant behavior are covered by additional education as a matter of priority. On December 19, the Parliament approved the Law on Education and Protection of the Rights of the Child, which for the first time legislatively approved the standard for the staffing of guardianship and guardianship authorities. This new law will ensure the protection of the rights of every child," the Minister assured.
