For the second year, a Single family assistance center has been operating in Karaganda, created by the police department with the support of the akimat of the region. Its specificity is an integrated approach: legal, social and psychological assistance for victims of domestic brawlers was combined in one place. The head of the region, Ermaganbet Bulekpayev, instructed to scale this experience to other cities.
The members of the interdepartmental commission for the prevention of offenses under the Akimat of the region shared their vision of combating domestic violence.
Recall that in Kazakhstan, the law has strengthened responsibility for domestic violence. The head of the department of the local police service, Kairbek Shakenov, said that family brawlers were more often subjected to administrative arrest.
He stressed that every second domestic violence is committed while drunk. Alcohol is often abused by both spouses.
– Victims of domestic violence receive assistance. An administrative or criminal penalty is applied against the aggressor. But specialists in the field of psychocorrection of behavior should also work with rowdies, since scandals and violence come from them," said Kairbek Shakenov.
There is a problem with the timely exchange of information between state and authorized bodies. The governor of the region instructed to resolve this issue.
– Last year, a Single family Assistance Center was opened. This has produced positive results. It is necessary to create the same centers in Temirtau, Balkhash and other cities. The costs are small, but there are benefits," said Ermaganbet Bulekpayev.
At the meeting of the commission, the problem of the work of some entertainment establishments was also raised, in whose territory the criminal situation remains unstable. It is noted that the same cafes and bars that work until 4-5 o'clock in the morning fall into the criminal chronicle.
This year, police departments received 2.5 thousand reports on various offenses on their territory. Criminal cases have been initiated in some cases and administrative measures have been taken. One of the reasons for the violation of law and order was also called the weak approach of entrepreneurs to the work of security guards of institutions. It was noted that where there is specialized security, there are fewer crimes. But more often, those who do not have the skills and experience in conflict resolution work. Moreover, guards often become involved in controversial situations themselves.
At the meeting, it was proposed to publish an open access rating of the safety of entertainment establishments.
The Ministry of Internal Affairs has developed amendments to the legislation to limit the work of entertainment establishments until two o'clock in the morning, and the sale of alcoholic beverages in them until 23:00. This draft is under consideration by the deputies of the Mazhilis.
Another issue that was discussed at the meeting of the Ministry of Internal Affairs was countering the shadow economy in the sale of municipal coal. The situation was reported by the investigator of the Department of Economic Investigations Konysbek Akhmetov.
– Thanks to the established cooperation with local executive bodies and large coal operators, we entered the current heating season without failures and excessive excitement. At our insistence, a number of practical decisions have been made, including increased capacity of railway wagons, introduced round-the-clock operation of dead ends, and additional weighing rooms have been opened. A roadmap of relevant measures has been developed and approved, and a permanent interdepartmental working group has been established," he noted.
The governor of the region instructed to monitor coal prices in order to prevent speculation. In addition, he demanded to monitor the quality of fuel, as consumers complain of underheating.
