Support for creators and the development of civil society: the results of the ICI for 2024

As part of the execution of the President's instructions on the formation of an active civil society, the Ministry of Culture and Information of the Republic of Kazakhstan has built and is implementing comprehensive and systematic work. Conditions are being created for the active participation of citizens and non-governmental organizations in solving urgent problems of society. The volunteer movement is gaining momentum. The Ministry presents a summary of the work for 2024.
CREATIVE INDUSTRIES
In accordance with the instructions of the Head of State, a package of measures to support creative industries has been developed. A special tax regime has been introduced for creative industries, and work is underway to create infrastructure. To date, 10 creative centers and hubs have been opened in the republic. The creation of the Creative Industries Fund is in the process.
ACTIVATION OF THE VOLUNTEER MOVEMENT
There is a good dynamic in the development of the volunteer movement. The number of active volunteers in Kazakhstan has increased from 200 thousand (2022) to 240 thousand (2024).A roadmap for the development of volunteerism for 2024-2026 is being implemented.
In accordance with the instructions of the Head of State, a Meeting of CICA volunteers was held on October 3-4, 2024 with the participation of 450 people from 14 CICA member states. In November, a meeting of volunteer organizations from Kazakhstan and Russia was held in Almaty.
More than 50 volunteer projects and 240 small grants for volunteers and volunteer organizations are implemented annually. 7 Kazakhstani volunteers were sent to share their experience with the UN structures. Previously, 9 volunteers completed the internship.
YOUTH IN THE COMPOSITION OF PUBLIC COUNCILS
The share of young people in the composition of public councils increased from 4.1% in 2022 to 12% in 2024.
There are 262 public councils in Kazakhstan (36 of them at the central level, 226 at the local level). In total, there are about 4 thousand people in the public councils, 86% of them are representatives of civil society. 63 public councils consist of 100% representatives of civil society.
CHARITY DEVELOPMENT
Work is underway to improve legislation. The proposed measures will be aimed at regulating charitable fees by individuals only for the benefit of themselves or close relatives, introducing mandatory reporting by charitable organizations and creating a unified digital charity platform.
TRANSFORMATION OF THE ACTIVITIES OF YOUTH LABOR GROUPS
Due to the creation of new areas (engineering, agricultural, pedagogical, construction, etc.), over 30 thousand people are provided with seasonal employment.
