The head of the region, Nurlybek Nalibayev, discussed with the akims of Kyzylorda and districts, as well as with the heads of departments, the changes made to the Law of the Republic of Kazakhstan "On Public Procurement".
– Our proposals to increase the responsibility of contracting companies for unfinished facilities were supported by the Parliament of the country and reflected in the new version of the Law of the Republic of Kazakhstan "On Public Procurement". In particular, contractors against whom a court decision was issued for failure to meet construction deadlines or non-fulfillment of contractual obligations will not be able to participate in public procurement tenders from 2025. At the same time, starting next year, it is necessary, if possible, to involve more people from among local residents in work at facilities under construction at the expense of the budget. At the same time, I forbid to involve subcontractors in the work. In addition, the issue of the quality of construction works is not removed from the agenda, N.Nalibayev said.
The head of the region also instructed the responsible authorities to strengthen measures to prevent corruption risks, including conflicts of interest in the process of public procurement. Among other things, it is said about the need for competent authorities to conduct regular monitoring in order to prevent the purchase of goods and services from a single source and take appropriate measures to prevent and prevent corruption risks in the organization and conduct of tenders.
