Conclusion of the Ministry of Emergency Situations: modernization and new initiatives

2024 was an important year for the Ministry of Emergency Situations of Kazakhstan, taking into account the implementation of a number of new projects, reforms and initiatives aimed at increasing the efficiency of the service, improving the safety of citizens and ensuring a prompt response to emergency situations.
Since the beginning of the year, the rescue units of the Ministry of Emergency Situations of Kazakhstan have made more than 83 thousand fire and emergency rescue operations. During these operations, more than 14 thousand people were rescued, more than 67 thousand people were evacuated, and more than 5 thousand victims were provided with emergency medical assistance. During the flood period, more than 120 thousand people, including 45 thousand children, were rescued and evacuated.
2024 was a year of significant reforms and innovations for the Ministry of Emergency Situations of Kazakhstan. The introduction of new technologies, the revision of organizational structures and the improvement of infrastructure allowed to increase the efficiency of the work of the Ministry of Emergency Situations, as well as to ensure a higher level of safety for the population.
One of the main steps taken this year was a significant change in the organizational and staff structure of the Ministry of Emergency Situations. The departments were centralized and the number of management personnel was significantly reduced. These measures allowed to strengthen the main services, as well as regional departments, the number of which was reduced from 87 to 28. A new position of Vice Minister of Emergency Situations was introduced, which will deal with digitalization and innovations in the field of emergency situations. This will focus on the introduction of modern technologies to increase the efficiency and effectiveness of the work of civil protection bodies. These changes were agreed with the Head of State and are aimed at increasing the efficiency and effectiveness of the work of the Ministry of Emergency Situations.
In 2024, the system of prevention and elimination of emergencies was significantly modernized. An Emergency Prevention Committee was created, which will monitor the preparedness of state bodies and akimats for possible emergencies. This committee regularly checks the readiness of all relevant structures.
The modernization also affected the operational headquarters of the command center. The center is now fully integrated with state information systems that allow real-time monitoring of natural and man-made emergencies. The introduction of high-tech equipment allows for effective forecasting of situations and prompt response to emerging threats.
Given that 90% of all emergencies in Kazakhstan are fires, significant work was carried out in 2024 to minimize their consequences. Changes were made to the system for early detection of fire outbreaks in the forest areas of Karaganda, Akmola, Kostanay, Pavlodar and Abay regions, which allowed for a significant reduction in the area of forest fires. In particular, the number of forest-steppe fires decreased by 2.6 times compared to last year.
Special attention is paid to prevention among the population. The use of paper propaganda materials has been switched to digital information carriers, such as QR codes and LED screens. This has increased the effectiveness of fire safety awareness and warning of citizens.
Since the beginning of this year, the Ministry of Emergency Situations has trained about 16 thousand people of various categories on the basis of the National Scientific Research, Training and Education Center for Civil Protection, as well as the Emergency Situations Departments. More than 90 thousand training and exercises have been held in the regions of the country, covering 5,972,930 citizens. Thanks to the seismic exercises held every quarter, it was possible to cover the maximum number of people.
The weak infrastructure of fire departments remains one of the serious problems, which affects the efficiency of rescue operations. In 2024, a unique project for the construction of fire depots from prefabricated structures was introduced for the first time. This significantly reduced costs and shortened the construction period. The first facility was implemented in Astana, where a fire station with a service dormitory was built in just 3.5 months.
In addition, this year, 10 modern fire departments were opened in such large cities of the country as Astana, Almaty, Aktobe, Shymkent, as well as in the villages of Narynkol, Korday, Miyaly and Orangai. This allowed to increase the speed and quality of emergency response in cities and villages. Also, a new fast-moving water rescue station was opened on the banks of the Ural River in Atyrau, on the territory of which a dormitory for rescuers was built.
Based on the completed construction of a new unique fire station of the Ministry of Emergency Situations, a unified style for the registration of fire station projects was developed in Astana. In order to ensure the safe operation of fire department buildings, as well as to improve the working conditions of personnel, major and current repairs of fire departments and dormitories are being carried out in all regions of the country. In addition, in accordance with the draft projects, the exterior of the fire departments has been given a uniform color scheme.
The Head of State instructed to update the technical base of the ministry with special equipment, helicopters and airplanes. The potential for equipping with high-quality equipment and clothing is increasing.
The leadership of the Ministry of Emergency Situations is pursuing the direction of updating material and technical equipment to increase the efficiency of the work of territorial departments. The fleet of the Ministry of Emergency Situations is being actively replenished with special equipment to save lives, respond to emergency situations and eliminate them.
The Ministry of Emergency Situations is carrying out work on the purchase of modern models of world brands of rescue equipment for the needs of territorial departments. The development of the material and technical base demonstrates the priority of state policy in the field of ensuring public safety and minimizing the consequences of emergency situations.
This year, more than 700 fire and rescue equipment, 4 aircraft and about 19 thousand pieces of equipment (at the expense of the republican and local budgets) were purchased for the departments of the ministry.
Territorial bodies are being gradually equipped with unmanned aircraft, which will allow them to determine the extent of the disaster during large fires, as well as provide significant assistance in search and rescue operations on the ground.
A pilot project has been launched in the Kostanay region to improve the uniforms of rescuers, which have shown exceptional results in everyday and service use.
The creation of the "Sea Squad" marine detachment was an important step in ensuring security in the Caspian Sea. In addition, rescue battalions were relocated to strengthen emergency response in the cities of Almaty, Uralsk, Ust-Kamenogorsk and Kostanay, which allowed to significantly expand the operational coverage of the areas of responsibility.
New special-purpose units of the Ministry of Emergency Situations "Aibat" were created to solve the tasks of protecting humanitarian cargo and participating in anti-terrorist operations. These units will provide security and support in emergency situations both within the country and abroad.
In 2024, the Ministry of Emergency Situations is actively introducing new technologies to increase the efficiency of its work. One of such projects is the deployment of a geo-information system for emergencies using interactive maps, the ability to predict the development of emergencies and select evacuation points. A republican operational digital radio communication system has also been introduced, which combines departmental networks of the Ministry of Emergency Situations and the Ministry of Internal Affairs, ensuring priority coverage and reducing costs.
A system for determining swimming boundaries and early detection of drowning people has been introduced to monitor the situation in water bodies such as Astana, Almaty and Pavlodar. This year, loudspeakers and unmanned aerial vehicles with night vision capabilities were used to increase safety.
Special attention was paid to seismic safety issues. A large-scale information campaign was conducted in Almaty to prepare the population and services for an earthquake, and action plans and algorithms were revised. A comprehensive plan for the development of the seismological sector for 2024-2028 was approved, which includes 52 measures aimed at improving seismic safety.
In 2024, the ministry's southern operational base "Alatau" was created, on the basis of which a tent camp for victims will be located in the event of a devastating earthquake.
The only higher education institution in the country that trains future rescuers is the Malik Gabdullin Academy of Civil Protection. 100 cadets, 5 cadets from Kyrgyzstan and 28 master's students were admitted to distance learning, and 9 master's students were admitted to full-time study. We would like to note that distance learning has been organized for master's degree programs since this year. 20 people were sent to study at departmental educational institutions of the Ministry of Emergency Situations of Belarus and Russia. 137 cadets graduated from full-time faculties. 20 cadets graduated from foreign higher education institutions. 3,709 employees of civil protection bodies and other organizations were trained under the educational programs of initial training, retraining and advanced training.
In order to implement the concept of legal policy of the Republic of Kazakhstan, a number of amendments and additions were made to the Law of April 11, 2014 "On Civil Protection" in 2024. The Ministry of Emergency Situations initiated legislative amendments to improve the norms in the field of civil protection by developing the draft Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Civil Protection Issues" for the first time to the law that had been in force for decades.The draft law is under consideration in the Mazhilis of the Parliament of the Republic of Kazakhstan, 17 meetings of working groups have been held. The draft law proposes to implement proposals aimed at improving the legislation in the field of civil protection on the social situation of civil protection employees, fire and industrial safety, state material reserve, prevention and liquidation of emergencies and other issues.
International events in the field of civil protection were organized in the country. A meeting of the Joint Board of Emergency Situations of Belarus, Kazakhstan and Russia was held in Almaty. At the base training ground "Rock City-Astana" located in the Tamgaly-Tas Gorge of Almaty region, a joint special-tactical training exercise "Skala-2024" was held in Almaty region with the participation of rescue units of the authorized bodies of the CSTO member states in the field of prevention and liquidation of emergencies - the Republic of Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and the Russian Federation. The fifteenth meeting of the Coordination Council for Emergency Situations of the member states of the Collective Security Treaty Organization was held. In addition, a master training event on the use of unmanned aerial vehicles in emergency situations was held at this training ground for representatives of Central Asian countries. 24 drone operators from the Ministry of Emergency Situations of the Republic of Kazakhstan, the Ministry of Emergency Situations of the Kyrgyz Republic, the Ministry of Emergency Situations of the Republic of Tajikistan and the Ministry of Emergency Situations of the Republic of Uzbekistan are participating in the training. The Ministry of Emergency Situations noted that over the past 5 years, the fleet of drones has increased more than 6 times, and in this regard, the need for training specialists in drone control is growing. This year, the World Championship in Fire and Rescue Sports among boys and teenage boys, girls and teenage girls was announced in Almaty, which was held with the participation of the best athletes from Belarus, Bulgaria, Kazakhstan, Russia, Slovakia, and the Czech Republic. Representatives of Saudi Arabia participated as observers.
At the initiative of the Minister of Emergency Situations, Major General Chingiz Arinov, the Batyr Team sports club was opened at the ministry, which included prize-winners and world champions, as well as a children's club. This was an important step in strengthening the image of the Ministry of Emergency Situations, promoting employees in professional and sports activities, as well as developing sports in civil protection bodies.
The hand-to-hand combat team of the Ministry of Emergency Situations of Kazakhstan today represents the interests of the department at international championships, replenishing the country's basket with gold medals. The first hand-to-hand combat tournament for the Cup of the Minister of Emergency Situations of the Republic of Kazakhstan was held. This year, athletes won 78 medals at national and international competitions, including the world and Asian championships in martial arts, grappling, kickboxing and weightlifting. In the future, the Ministry of Emergency Situations plans to expand the network of sports clubs and create such centers in each region of the republic.
