In accordance with the standards of Annex 13 of the Chicago Convention, the investigating State ensures that the flight data recorders are read and decides on the choice of a country to read and decrypt the black boxes.
Kazakhstan ratified this Convention in 1992 and is a member of the International Civil Aviation Organization (ICAO).
Based on the above document, as well as taking into account the recommendation of ICAO and consultations with the aviation authorities of Azerbaijan and Russia, the Accident Investigation Commission, headed by the Minister of Transport of the Republic of Kazakhstan Marat Karabayev, decided to send flight recorders (black boxes) to the Brazilian Aviation Accident Investigation and Prevention Center (CENIPA), which is also a country the manufacturer of the Embraer aircraft.
The CENIPA Center has the necessary technical capabilities, is equipped with the appropriate equipment and a certified laboratory for their reading.
This issue is under the personal control of the Head of State.
