In order to improve regional policy and ensure balanced social and economic development of the regions, a Project Office was established under the chairmanship of Deputy Prime Minister Kanat Bozumbayev. The delegation included representatives of all central government agencies, akimats, members of Parliament and relevant experts.
During the first meeting, the members of the Project Office discussed measures to implement new approaches to regional development, paying special attention to unlocking their potential.
"It is necessary to make full use of the potential of the regions, while priority should be given to financing regions with the greatest infrastructure problems. It is necessary to provide sufficient independence in financing projects, including taking into account the focus on achieving the final results. It is also necessary to encourage the regions to exceed tax revenues," Kanat Bozumbayev said.
In addition, the meeting participants discussed measures to eliminate imbalances in the development of regions, the development of new strategic documents, as well as the problems of insufficient independence of district and rural akims in local decision-making. For the development of local self-government, the deputies of the Amanat party proposed to launch the School of Akims project together with the Agency for Civil Service Affairs.
"For effective implementation and high—quality selection of villages where projects will be implemented, the akimats of the regions, together with the subgroup for the development of local self-government, need to conduct a screening to determine the specialization of each village and develop specific plans for the construction of the necessary infrastructure, assistance in the sale of products," Kanat Bozumbayev instructed.
The Deputy Prime Minister gave instructions on improving legislation in the field of local self-government.
"There is weak inter-sectoral coordination between government agencies. This practice must be eradicated. It is necessary to carry out coordinated implementation of regional and sectoral policies. The execution of budget programs and investment plans should be carried out synchronously," Kanat Bozumbayev summed up.
Government agencies have been instructed to conduct an audit of departmental regulatory legal acts within a month on all proposed measures to implement the developed measures to improve regional policy.
