The Akimat of Shymkent city is systematically working to return illegally provided land plots and facilities to state ownership. At the end of last year, the Central Water Sports Complex was returned from trust management to state ownership.
In 2017, by a decree of the Akimat of the South Kazakhstan region, the Central Water Sports Complex was transferred to trust management with the right to purchase. The market value of the facility was 1 billion 213 million 700 thousand tenge. As a result of e-commerce, a trust management agreement was concluded with the winner of GRAND TRUST LLP. According to the contract, the trustee had to invest 500 million tenge in the facility and fulfill tax obligations on time.
However, the terms of the contract were not fulfilled. Due to the unfair performance of the duties of the management company, the building has become unusable today. The walls were cracked, and some of the floor coverings had collapsed. During the preliminary inspection, it was established that the complex does not meet safety requirements and its operation poses a threat to the life and health of citizens.
Under the leadership of the director of GRAND TRUST LLP, Sadykov A., the trust management company was annually funded from the local budget. More than 1 billion 218 million tenge was allocated for the maintenance of the building and the training of athletes in water sports in the period from 2018 to 2024. In addition, as part of the per capita financing of the state sports order in 2021-2024, the Aquatics Center LLP, which operated in the Central Water Sports Complex, received funds totaling 335 million tenge.
In addition, the company has arrears on tax obligations to the budget of more than 111 million tenge. In this regard, the Akimat of Shymkent filed a statement of claim for the termination of the trust management agreement with GRAND TRUST LLP. The application was granted by the specialized inter-district court of Shymkent. It should be noted that as a result of the inspections, all materials are transferred to the relevant authorities for analysis and legal assessment of the situation.
On behalf of the mayor of the city, it is planned to carry out major repairs of the Central Water Sports Complex this year. The head of the megacity also instructed to conduct a comprehensive inspection of all facilities transferred to trust management and identify possible violations.
The mayor noted that in the future it is necessary to strengthen control over compliance with the conditions of trust management in order to avoid negligence towards state-owned facilities. Such situations not only damage the city budget, but also undermine the trust of residents and the authority of the city.
