In the Karaganda region, they found a way to help residents solve communal problems. The Center for Housing Modernization operates in the region, which provides interest-free loans for up to 15 years.
As part of the Housing and Communal Infrastructure Development Concept for 2023-2029, approved by the government, the program is funded from the regional budget. Homeowners can get a preferential loan for renovation of roofs and utilities in high-rise buildings, replacement of elevators. Connection to central gas has also become more accessible.
In Karaganda, in the village of Shakhtersky, there has been no central heating for about 30 years. Residents heated their apartments with bourgeois stoves or electricity. The long-standing problem began to be solved after the reconstruction of the heating main in Prishakhtinsk. Last year, with the assistance of local authorities, the first 30 apartment buildings were connected to central heating.
– Restoration of the indoor heating system is a costly matter. To ease the financial burden, we provided an interest-free loan for 15 years. There are 29 houses left to be connected this year. The work is already actively underway. Residents are ordering calculations, technical conditions, and we are starting to sign contracts with some owners. People saw that the neighboring houses were connected. We realized that it's all real, affordable, and the conditions are acceptable," says Daniyar Dyussembayev, director of the Center for Housing Modernization in the Karaganda region.
One of the urgent problems is the replacement of outdated elevator equipment. The region is also dealing with this issue. Residents do not need to spend a large amount on a one-time basis: an installment plan is provided for a period of 8 years. Last year, new elevators were installed in 10 high-rise buildings in Temirtau. There are more plans for this year: to upgrade the elevator equipment in 30 buildings in Karaganda and Temirtau.
Another important area is assistance in gasification. Through the Housing Modernization Center of the Karaganda region, you can get an interest-free loan for 5 years to connect to central gas. Last year, 409 subscribers in Karaganda and Temirtau used the program. It is planned to increase to 500 houses this year. The loan processing procedure is kept to a minimum. It is necessary to provide the title documents and technical specifications for connection to the gas.
In addition, the Housing Modernization Center helps with the repair of roofs, utilities, and replacement of windows in the entrances of multi-storey buildings. An interest–free loan is also provided, and funds can be repaid gradually for up to 15 years. After receiving the application, the center prepares a PSA and an examination of the project, and only after agreeing with the residents, a contract is signed.
Last year, housing owners in Temirtau, Abai and Karaganda took advantage of the help. It is planned that Locusts will be added to this list this year.
