An expanded meeting of the Public Project Office of the Chamber on Tourism Development and the creation of appropriate infrastructure in nature protection and tourist zones in Kazakhstan was held in the Senate of the Parliament. Speaker of the Senate of the Parliament Maulen Ashimbayev, representatives of government agencies, experts and the business community took part in the discussion.
Welcoming the participants of the meeting, the Speaker of the Senate stressed that the Head of State pays close attention to the development of tourism in the country. The industry acts as a catalyst for the dynamic development of the global economy and is one of the most attractive for investors.
At the same time, as noted by Maulen Ashimbayev, despite the positive dynamics of investment growth in the tourism industry, a number of systemic problems remain that hinder the development of the industry. Special attention was paid to the problems with the accessibility of tourist areas, including weak transport and engineering infrastructure.
In this context, the Speaker of the Senate focused the attention of colleagues on the legislative activities of the Chamber's Project Office and tasks that require the consolidation of efforts of all stakeholders, the study of international practices and the introduction of advanced technologies. In particular, they discussed the development of legislative norms to support projects on the use of alternative energy sources, water supply and other types of "green" infrastructure in tourist areas.
"Turning the country into a popular tourist destination requires the implementation of a clear strategy and active interaction between the state, business and society. To do this, it is necessary to modernize the engineering infrastructure of tourist areas using "green" technologies. It is important to use alternative energy sources, implement efficient water use and water treatment systems, develop a "green" transport infrastructure and promote environmentally oriented types of tourism. In all this work, it is important to use the experience of foreign countries. For its part, the Senate is open to jointly work out constructive proposals for making the necessary changes to the legislation," Maulen Ashimbayev said in his speech.
During the discussion of systemic measures for the development of tourism in the country and the use of non-standard tools, projects of new resort areas in the Akkol district of the Akmola region with various types of alternative infrastructure were presented: the use of solar energy, air heat belt tools, the use of bio-treatment facilities, autonomous water sources and others.
Representatives of the expert and business community noted the importance of changing the paradigm of state support - moving away from the state grant towards public investment and increasing investor responsibility. This approach is designed to increase the efficiency of the ongoing modernization up to 10 times.
Minister of Tourism and Sports Yerbol Myrzabosynov, Deputy Akim of Akmola region Yernar Zharkeshov, Vice Minister of National Economy Bauyrzhan Kudaibergenov, Vice Minister of Energy Kudaibergen Arymbek and others took part in the discussion along with Deputy Chairman of the Senate of the Parliament Zhakip Asanov and deputies of the Chamber.
It should be noted that on September 13, the senators announced a deputy request for the development of tourism and attracting investors, ensuring state support for alternative sources of infrastructure for tourist facilities on the example of the city of Akkol in the Akmola region. Following the results of the deputy's request, a working group was established with the participation of interested state bodies, which reviewed and studied materials on providing alternative infrastructure for domestic resorts.
