TURKESTAN: HOUSING CAN NOW BE PRIVATIZED

A press conference on amendments and additions to housing legislation was held today in the Akimat of Turkestan.
At the event, Talgat Tolegenov, Deputy Akim of the city, and Talgat Usenbayev, head of the housing department, made a presentation explaining the provision of housing to the population of Turkestan and the implementation of new amendments to the law.
There are currently 16,579 people on the housing waiting list in Turkestan. Among them: socially vulnerable categories – 6417, large families – 5030, employees of budgetary institutions – 4963, orphans – 166, owners of emergency homes – 3.
Last year, 961 families were provided with housing. This year, 11 residential buildings with 944 apartments are being built to provide housing for those in need, which are scheduled to be completed by the end of the year.
On November 22, the President signed the Law of the Republic of Kazakhstan "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on housing policy reform."
According to the new law, starting from May 24, 2025, citizens who have not had housing in their name for the last 5 years, regardless of the category, will be able to join the housing queue.
In addition, changes have been made to the rules for the privatization of housing from the state housing stock. According to these rules, certain categories of citizens will be able to take ownership of the housing in which they live free of charge. These are: veterans of the Great Patriotic War, disabled people of the 1st and 2nd groups, victims of the Chernobyl accident and other radiation disasters, residents affected by nuclear tests at the Semipalatinsk test site, citizens affected by the environmental disaster in the Aral Sea region, military personnel, employees of special government agencies, cosmonauts and victims of political repression..
Citizens who do not fall into these categories will be able to privatize housing by making an initial contribution of 30% of the residual assessed value, and pay the remaining amount over 10 years.
At the same time, changes are being made to the current regulations, thanks to which citizens who do not belong to these categories will be able to make an initial contribution of 10% of the residual value and pay the remaining amount within 15 years.
