In his Address to the people, President of Kazakhstan Kassym-Jomart Tokayev instructed to develop a new "Budget Code" in order to increase the efficiency, openness and accountability of the budget planning system. Currently, the draft of the new "Budget Code" is under consideration by the Senate of the Parliament of the Republic of Kazakhstan.
In this regard, on behalf of the head of the office of the Akim of Turkestan region Yerkebulan Dauylbayev, the Department of Economics and Budget Planning of the region organized a legal training seminar on changes in budget legislation. The seminar was attended by the staff of the regional akim's office, deputy mayors of districts and cities, deputy heads of regional departments and responsible staff.
At the meeting, the head of the Department of Economics and Budget planning of the region, Kanat Kayypbek, instructed to apply changes in budget legislation in the process of work in the upcoming planning period, to strengthen control over the correct and targeted use of budget funds. He stressed the need to perform tasks with high responsibility and warned about strict consideration of official responsibility.
During the seminar, specialists from the Departments of Economics and Budget Planning, Finance and Public Assets provided detailed information on the key features of the new "Budget Code", the state planning system, budget revenue forecasting, stages of local budget planning, rules for drafting and submitting budget applications, as well as planning budget investment projects. The participants were given practical examples and the advantages of the new system were explained. Proposals were made to transfer strategic and budgetary planning to electronic format.
The amendments and additions are aimed at bringing budget policy to a new level, improving the efficiency of public finance management, as well as financing significant projects that meet the social needs of the population.
