Head of State Kassym-Jomart Tokayev instructed to step up work on providing housing for the population. Systematic work is underway in this direction in the Turkestan region. According to the first deputy akim of the region, Zulpykhar Zholdasov, programs for citizens on the housing waiting list receive great support. Housing certificates offered by the Government also play an important role. At the same time, in order to provide housing for the population, priority attention is given to the further development of housing construction and increasing housing affordability.
- One of the urgent issues remains housing provision. In total, 14,161 families were provided with housing in the Turkestan region from 2018 to 2024. Of these, 7,567 families are provided with communal housing, and 6,594 families are provided with mortgage housing under the 7-20-25 and Otbasy Bank programs. If you look at the dynamics, about 2,200 apartments are rented out per year from the communal housing stock and through various mortgage programs. Last year alone, 1,174 communal residential buildings and 977 mortgages were secured. This work will be continued systematically," Zulpikhar Sansyzbayuly emphasized.
In addition, thanks to government support, citizens will be able to more effectively resolve the issue of paying the down payment, facilitating the possibility of obtaining a mortgage home. Housing certificates are financial assistance provided by the government. Local representative bodies (maslikhats) determine the size of these certificates and the conditions for obtaining them. Thus, residents of each region will be able to receive housing certificates in accordance with their local budget.
To clarify the housing queue, an inventory is carried out on an ongoing basis. As a result, in 2023, 3,818 citizens, and in 2024, 4,599 citizens were excluded from the housing waiting list after certain inconsistencies were identified. The housing queue is conducted in full electronic format. Citizens can also view their home queue at any time through the kezekte.kz portal.
There were many shortcomings during the monitoring work. In particular, deficiencies have been identified out of more than 5,000 families receiving subsidies, and contracts have been suspended without the possibility of recovery.
It should be noted that the housing queue is conducted in accordance with the law. Citizens cannot get an apartment out of turn or apply instead of another person. In accordance with the requirements of the law, every citizen can count on his turn and receive an apartment on a fair basis. These measures will increase the trust of residents and ensure fair queuing.
