In 2025, Kazakhstan will launch the Unified Register of Kazakhstani Commodity Producers (Registry). The new system is designed to replace the current CT-KZ certificates and the Industrial Certificate. The replacement of certificates will eliminate bureaucratic and financial costs for entrepreneurs, as well as simplify and modernize procedures.
"The main goal of the reform is to increase the transparency and objectivity of the processes of confirming the status of Kazakhstani commodity producers, ensure their competitiveness and strengthen the effectiveness of government support measures," the Ministry of Industry and Construction of the Republic of Kazakhstan noted.
The register will contain information about the goods produced in the republic and their manufacturers, types of activities, number of employees, and production volumes. The new mechanism will become a tool for the admission of Kazakhstani producers to all regulated purchases, as well as a means to provide financial and non-financial government support measures.
The registry has fundamental advantages over the current platform.
Firstly, the use of a scoring system based on data from government information systems will make the process more objective and transparent by eliminating the human factor.
Secondly, the transition from private to state expertise will reduce the risks of unjustified decisions and clearly allocate areas of responsibility.
Thirdly, services within the Registry will be provided free of charge, which will facilitate access to support for manufacturers.
According to the new rules, applications from producers will be considered within 10 working days from the date of submission. The applicant will be notified through his personal account. If there are insufficient video materials, a decision is made on an on-site inspection. The maximum period for reviewing applications is 15 business days.
The launch of the Registry is planned this year, but the specific dates depend on the adoption of the law, the draft of which is under consideration in the Mazhilis.
Representatives of interested authorities, business and expert communities participate in the discussion stage. More than 10 meetings of the working groups of the Mazhilis of the Parliament and more than 30 meetings with representatives of NCE "Atameken", industry associations, and entrepreneurs have already been held.
Work in this direction continues. The Ministry of Industry and Construction of the Republic of Kazakhstan is open to a comprehensive discussion of the draft Rules. The comments and suggestions received will be considered within the framework of the legislation.
Recall, the Head of State instructed to form a "solid industrial framework" and strengthen the development of the manufacturing sector. The development of a Unified register of Kazakhstani commodity producers is one of the measures to fulfill the President's instructions.
