The Ministry of Health will improve the Rules for conducting medical and social expertise

In order to protect the interests and rights of persons with disabilities, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has developed a draft order of the head of the department on amendments to the Rules for conducting medical and social expertise. The document is posted on the Open NPAs portal for public discussion until December 18, 2024.
The draft order provides for an expansion of the List of nosological forms in which a proactive correspondence examination is carried out. It will include diseases such as severe hypotension and muscle weakness, persistent generalized hyperkenesis, severe coordination disorders and others.
At the same time, the document provides for the introduction of diseases and conditions in which disability for persons over the age of eighteen is established indefinitely, or for 5 years. For example, with a decrease in visual acuity from 0.04 to 0.08 with correction in the better-seeing eye, narrowing of the field of vision in the better-seeing eye to 20 degrees from the point of fixation in all directions, disability will be established for a period of 5 years, and with irreversible fecal, urinary fistulas, stomas with malignant neoplasms – indefinitely.
The draft order also introduced the provisions of the International Classification of Functioning for a more detailed assessment of human health disorders and functions leading to disability.
The above changes contribute to simplifying the procedure for establishing disability, as well as improving the quality of this service.
The adoption of the draft order will not entail negative socio-economic and/or legal consequences.
