Support for domestic producers of goods within the framework of the national project "Modernization of the Energy and Utilities Sector"

Today, the Vice Minister of Industry and Construction of the Republic of Kazakhstan, Olzhas Saparbekov, spoke at a briefing on the modernization of the energy and utilities sector.
He touched upon plans to maximize the use of domestic goods within the framework of the national project. The national project "Modernization of the Energy and Utilities Sector" is aimed at using domestic goods and attracting investments. This will increase competitiveness and allow domestic enterprises to increase production volumes,” said Olzhas Saparbekov.
The document sets goals to ensure the share of domestically produced products among suppliers at about 20% by 2025, and to reach a threshold of about 60% by 2029.
In order to achieve the indicator, measures have been developed to support domestic producers, such as concluding offtake contracts to open new production capacities in the country, and developing an electronic procurement platform for open interaction between suppliers and contractors.
A list of necessary products has been developed as part of the modernization of the energy and utilities sectors. According to preliminary data, the list consists of more than 1,000 items worth about 4 trillion tenge. These products are needed for the modernization of networks, stations, heat supply, water supply and sewage.
A list of 187 enterprises producing more than 700 types of products has been created.
“Domestic enterprises have the ability to fully meet the demand for reinforced concrete products, polyethylene pipes and certain types of transformers, boilers, cable products and switches,” the Vice Minister noted.
The Vice Minister noted that today in Kazakhstan there is an opportunity to isolate production for more than 330 types of products out of the total demand.
A mechanism for concluding offtake contracts is being considered for the localization of these types of goods. Thus, the needs of natural monopoly entities in goods will be analyzed by the technical operator. The analyzed volume will be provided to the national institutions “Kazakhinvest” and “Qazindustry”. These institutions will work to select investors or existing domestic producers who are ready to launch new types of production.
Within the framework of the national project, we intend to establish mechanisms for supporting domestic producers in regulatory legal acts in accordance with the legislation of the Republic of Kazakhstan.
